GENERAL DESCRIPTION:
Are you looking to make an impact in your community? Do you believe people should get a second chance? The Wyoming Department of Workforce Services (DWS) is looking to hire a Transitional Case Manager. Through the Pathway Home 3 grant, you will be working closely with the Department of Corrections (DOC) to build bridges for the releasing offenders, as they return to your community. DWS is looking for a team player who is connected to their community. This position will help with employability skills, connecting to community resources, and coordinating training for the offenders prior to release. This position will start with the offender up to 9 months prior to release and stay with them 12 months post-release.
The program, Career Compass, is funded by the Pathway Home 3 grant. Through this grant, the Career Compass program will serve 400 offenders as they transition out of corrections and back into the community.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed at the job level.

  • Collaborates with the Department of Corrections (DOC) for Multi-Disciplinary Team meetings (MDTs) to review all referrals.
  • Assists participants with Wyoming at Work registration, including the development of an online resume.
  • Maintains frequent contact with assigned caseload and DOC.
  • Enrolls all program participants in Wagner Peyser Program and enroll the participant in the Career Compass Program and enter ongoing services and case notes.
  • Assists the participant with completing a variety of assessments including, but not limited, to assessments such as the objective assessment, O*Net, and True Colors.
  • Assists the participant in completing the Objective Assessment and the creation of an Individual Employment Plan.
  • Prepares participants for job placement by assisting participants with application and resume preparation, interview skills, job retention, and a variety of soft skills.
  • Maintains awareness of current job openings, including, but not limited to, job listings in Wyoming at Work MIS system.
  • Works directly with employers to facilitate job placement of program participants.
  • Assists participants with resumes and cover letters and provides guidance on job interview preparation.
  • Coordinates appointments for participants with DFS, DOC, and DWS as needed upon release.
  • Follows up with participants on job search progress, job placement, and training via the WIOA program.
  • Maintains monthly contact with all participants following job placement to gather job details and provide follow-up and retention services.
  • Helps create training on DWS programs for the participants to use while housed in a DOC facility.
  • Using Microsoft Word and Excel gather necessary data and complete monthly progress reports and submit them to the Program Manager for approval and submission.
  • Works with community partners and DOC reentry staff for participants with crisis intervention and management by helping locate and secure housing, transportation, childcare, medical, and other emergency services.
  • Develops and participates in outreach activities and events to market and recruit employers to partner with the Career Compass program.
  • Arranges and participate in job fairs, resource fairs, community partnerships, and employer organizations in order to market the program and secure referrals.
  • Works independently with DOC staff on referrals and enrolls participants in the Career Compass Program.
  • Works independently with participants to provide employment and training services, including crisis intervention and job placement.
  • Works with multiple agencies to coordinate a smooth transition for the offender from incarceration to release and have knowledge of all the resources available to meet the different needs of the offenders upon release.
  • This position will have deadlines that must be adhered to.
  • Must have good writing skills, verbal communication, and be task oriented.
  • This position does not supervise.


Qualifications


PREFERENCES:

Preference may be given to candidates with experience working in federal programs.
Preference may be given to candidates with customer service experience.
Preference may be given to candidates with case management experience.
Preference may be given to candidates with experience building and maintaining relationships with community partners.

KNOWLEDGE:

  • Strong ability to effectively manage multiple tasks simultaneously.
  • Exceptional customer service including the ability to exercise good judgment and self-control, maintaining a professional temperament during challenging interactions.
  • Knowledge of state and federal rules and regulations relative to the program grants.
  • Ability to utilize Microsoft Word, Excel, and PowerPoint, and familiarity with Google Documents. Ability to develop and maintain data tracking tools.
  • Knowledge and experience in public speaking and working with other community organizations and agencies.
  • Knowledge of community resources and services available to participants.
  • Knowledge of the job market and employment opportunities.
  • Knowledge and ability to work with hard-to-service populations such as individuals in poverty, ex-offenders, single parents, individuals with substance abuse issues, and mental health concerns.



MINIMUM QUALIFICATIONS:


Education:

Bachelor\'s Degree (typically in Business or Human Services)
Experience:
0-1 year of progressive work experience (typically in Business or Human Services)
OR
Education & Experience Substitution:
3-4 years of progressive work experience (typically in Business or Human Services)

Necessary Special Requirements


PHYSICAL WORKING CONDITIONS:

  • Some travel within the local community, travel for training in the State of Wyoming, and to Wyoming state correctional facilities may be required.
  • Work is mostly performed in an office setting.
