The Operations in Contested Environments (OCE) Division is seeking a Division Operations Lead (DOL). The OCE Division leads a dynamic work program centered on the complex and challenging problems in combat operations, airborne networking/resilient communications, weapons systems integration, the F-35 Joint Strike Fighter, and logistics in contested environments. The OCE work program is broadly distributed across six MITRE CONUS sites, Hawaii, and Germany. The DOL is a strategic partner to the Managing Director (MD) and works collaboratively with the Division Chief Engineer, other Air and Space Force Center (A&SFC) Directors and Division Operations Leads, Department Managers (DMs), Project Leads (PLs), Department Chief Engineers, and Outcome Leaders (OLs), as required, to successfully execute the OCE strategy, operating plan and achieve key outcomes across the A&SFC. The DOL leads efficient and effective execution of operations functions within the division and tracks program execution for all operations and integration activities.

The scope of the assignment spans across the entire OCE Division, which includes five Outcome Areas and roughly 22 projects. Division Sponsors include but are not limited to Program Executive Office (PEO) C3IN, PEO Weapons, F-35 Joint Program Office, Fighters & Advanced Aircraft, PEO Business Enterprise Systems (BES), Air Combat Command (ACC), AF Central Command (AFCENT), AF Special Operations Command (AFSOC), Pacific Command (PACAF), USAF in Europe (USAFE), AF Material Command (AFMC) and Air Staff.

It is expected that the DOL will also work on a direct project within the division at least 25% of their time.

Roles and Responsibilities:

  • Work alongside the Managing Director to develop and execute the division strategy; the management and execution of the work program; planning and execution of financial and operational activities within the division. This includes bi-weekly execution meetings with finance, monthly execution reviews with VPs/Directors and regular interactions with the A&SFC Ops team.
  • In partnership with Division, Department, and Project Leadership, the DOL is responsible for the initial development and the continued management of the Division Operating Plan
  • Work hand-in-hand with the Managing Director on division, center, and sector initiatives (e.g., Onsite Planning, Ceiling allocation planning, MITRE National Security (MNS) and A&SFC enterprise priorities).
  • Identify collaborative opportunities within and across both the A&SFC and National Security Engineering Center (NSEC) to develop shared outcomes for greater impact.
  • Identify opportunities to build an inclusive work environment within N150.
  • Responsible for the day-to-day business operations of the Division working directly with Division and Department Leadership, as well as PLs and associated financial managers.
  • Support the Division Chief Engineer with the development and management of any Capstone, Capability Funds and Program Development/Special Initiative (PD/SI) proposals.
  • Serve as the Division lead for communications, which includes supporting and developing monthly highlights, Impact Stories, quarterly reports, annual reports and MNS Quarterly Performance Reviews (MQPRs).
  • As required, the DOL will engage with key Sponsors to help the Managing Director manage relationships and shape the division work program. They will also recommend engagements and prepare all materials/drafts briefings in support of engagement meetings. As appropriate, they will engage in direct sponsor work in support of critical strategic outcomes.
Minimum Qualifications:
  • Typically requires a minimum of 10 years of related experience with a Bachelor\xe2\x80\x99s degree; or 8 years and a Master\xe2\x80\x99s degree; or a PhD with 5 years of experience; or equivalent combination of related education and work experience.
  • Active secret clearance with the ability to obtain and maintain a TS/SCI clearance.
  • Two years of project or people leadership experience.
  • Experience working with the Federal Government and specifically the Department of Defense.
  • Demonstrated experience in building trusted relationships.
  • Clear and articulate written and verbal communications. combined with
  • Strong financial acumen; experience with budgeting and Clarity.
  • Possess an entrepreneurial spirit.
Preferred Qualifications:
  • Familiarity with Air and Space Force operations.
  • Technical and business understanding of FFRDC and NSEC operations.
  • Strong understanding of one (or more) OCE domain areas: Combat Operations, Airborne Networking/Resilient Comms, Weapons Systems Integration, F-35 Program, Logistics in Contested Environments
  • Familiarity with MITRE\xe2\x80\x99s NSEC and A&SFC business, contractual, and operational cycles (e.g., MRT, funding processes, STE, PWS, etc.).
  • Demonstrated professionalism with senior MITRE and sponsor leadership.

Salary compensation range and midpoint: $151,000 - $188,500 - $226,000 Annual
