As an academic office, we manage a budget of over $210 million dollars in local, state, and federal funds, are routinely establishing and monitoring policies either currently in place or being proposed by state legislators which impact these dollars, are working to ensure effective staffing practices, and are responsible for a regular cadence of board deliverables and communications about the Academic work of City Schools. The Director - Strategic Operations and Communications in the Office of Academics serves as the lead in ensuring that Academic budget and procurement processes, fiscal correspondence, and internal and external communications are coherent, consistent, comprehensive, and coordinated. In addition, the role is responsible for ensuring effective and equitable hiring practices are in place to meet the strategic needs of academic offices.


Essential Functions

  • Defines the strategic approach for aligning local, state, federal, and foundation funds in support of district and academic office-specific initiatives.
  • Provides direction to the Coordinator - Fiscal Operations to oversee the preparation of all adopted budgets in alignment with the academic strategy including fiscal, human, and other operating resources.
  • Partners across district offices to support the implementation of effective district-wide budgeting, fiscal management, and procurement processes associated with overall annual budgeting, as well as that for specific district initiatives.
  • Presents on and advocates for recommended CAO budgets to the CFO, COS, CEO and others as required.
  • Leads the design of organizational structures and hierarchy to maximize staff strengths and support strategic initiatives. Supports academic offices in identifying staffing needs and engaging in human resource and hiring processes.
  • Coordinates, supports, and vets all required and requested information from the Board of School Commissioners, Cabinet, public officials, media and the public; inclusive of board presentations, compliance reports, MPIA requests, Fiscal Notes, CEO talking points, and public and legislative inquiries.
  • Serves as the Chief Academic Office\'s liaison with the Board of School Commissioners and all associated committees.
  • Supports public relations in developing talking points and preparations for needed events or responses to media inquiries of the CAO and represents the CAO as needed.
  • Leads the development of all board deliverables and supports offices in preparing for and delivering board presentations and public messages.
  • Leads the development and review of all presentations to internal and external audiences from the CAO\'s office.
  • Establishes an effective Academics brand, in alignment with Communication Office and ADA standards, and supports the use of branded materials across departments through the provision of clear guidance and templates for presentations, memos, written reports, etc.
  • Supports all offices in the development of communications collateral including newsletters and office websites to support the consistency of messaging and branding of office communications.
  • Supports the CAO\'s engagement with stakeholders through establishment of a social media and email presence for the Chief Academic Office as well as structures to obtain input and feedback from all levels of the organization.
  • Designs and implements an online infrastructure for the sharing of Academic office materials and resources with schools.
  • In partnership with the CAO and Executives in Academics, assesses City Schools, Baltimore and National news events to determine whether an Academic office response or comment is appropriate or needed.
  • Provides appropriate supervision, mentoring, and professional growth and development opportunities to assigned staff.
  • Acts as designee for the Chief Academic Officer as assigned.
  • Performs and promotes all activities in compliance with equal employment and nondiscrimination policies; follows federal laws, state laws, school board policies and the professional standards.

Desired Qualifications

  • Master\'s degree in education or related field. Degree must be from an accredited college or institute.
  • Three years supervisory/administrative/leadership experience in an urban education environment with demonstrated success.
  • Considerable knowledge and experience in planning and implementing budgeting process across multiple departments.
  • Considerable knowledge of governmental mandates impacting education, including ESSA, as well as local, state, and federal grants and fiscal policy impacting funding in urban education.
  • Considerable knowledge of current issues facing urban public education.
  • Ability to generate and build effective and successful partnerships across multiple offices and organizations.
  • Understanding the local political landscapes in Baltimore City.
  • Knowledge of ADA standards for communication.
  • Interpersonal skills that ensure effective team building.
  • Excellent verbal and written communication skills, including the ability to make persuasive presentations to diverse audiences and community members and distil complex information for ease of communication.
  • Proficient in the knowledge and use of technical computer applications.
