Alameda Health System is hiring! The Director of Facility Services Plans, manages, coordinates, and oversees the facility operations, maintenance/utilities, repair, construction/renovation, fleet management, grounds keeping of Alameda Health System at Alameda Hospital, Highland Hospital, Fairmont Hospital, John George Hospital, San Leandro Hospital, Post-Acute Facilities (Park Bridge and South Shore), System Support Center and Ambulatory Care Clinics. DUTIES & ESSENTIAL JOB FUNCTIONS: NOTE: Following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Not all duties listed are necessarily performed by each individual in the classification.
  • Accountable for and directs Space Management, Utilities Management, Grounds keeping, Engineering, Fleet Management across all Alameda Health System locations.
  • Create and update project documents according to standards; preserve and maintain key project information for future use, such as initial charter, post-implementation project summary. Compile required Request for Proposal (RFP) in compliance with AHS procurement processes.
  • Analyzes and recommends the most quality and cost-effective approach to support operations (labor, maintenance, construction/renovation, repair, and supplies) including developing and executing policies, procedures, programs and budgets to assure effective maintenance of all facilities and equipment.
  • Plan projects: identify resource needs, funding required and priority. Manage all aspects of Program/Project life cycle to facilitate delivery. Develop, drive and maintain a detailed master project schedule with team input, including schedules, project milestones, metrics, cost estimates, work plans, resources, communication plans, issue resolution plans, and status reports. Identity project risks/gaps and create risk mitigation plan. Assign individual responsibilities and manage tasks to meet dates.
  • Defines and develops long and short-range plans/programs (e.g. emergency response plans, energy management plans, annual budget, inventory management, Clinical-Equipment Plan, Equipment Planned Obsolescence Plan, etc.).
  • Develops AHS strategy around a centralized equipment acquisition process, integration with IT, Energy and Utility consumption, expenses, and sustainability to establish AHS as cost-effective and environmentally friendly.
  • Directs all construction management and contract management preparation activities, and execution of contracts for AHS sites including, including evaluation of the- performance of contractors and assist in development of contracts and specifications.
  • Directs the workflow of all Facilities staff, internal or contracted, and leads and assists in the performance evaluations of subordinate staff and supervisors; makes recommendations regarding personnel actions; and supports and helps lead the organizational strategy around Facilities Services.
  • For internal AHS teams and external vendors/contractors serves as the primary project manager to direct scope development, budget, timeline, and ownership of all capital equipment, capital projects and facility maintenance construction work for new construction, repair work, special projects, equipment, work orders, and daily maintenance and supplies for the purpose of ensuring jobs are completed efficiently on time, at/under budget, and meets the needs of AHS staff, patients, and visitors.
  • Leads financial and operational initiatives and analysis including capital budget approval procurement, overseeing implementation of annual capital budget, forecasting the spend plan by technology and month to meet goals to review previous, equipment work completion data, future scheduled work assignments, quality assurance issues, new equipment inspections and any other projects or equipment support needs. Leads, supports, and participates in regulatory code compliance and accountability preparation activities related to all applicable Fire Life Safety and Equipment.
  • Management chapters; represents AHS and the campuses during inspections by regulatory agencies.
  • Performs other duties as required.
  • Prepares oral and written reports, makes presentations; communicates with AHS staff.
  • Reviews productivity and efficiency work data for all staff and identifies areas where improvements can be made to maximize organizational resources, Data mines key account metrics such as quality outcomes, user satisfaction, and productivity to work with departments to assist in the development of processes/procedures relative to use of Facilities services.
MINIMUM QUALIFICATIONS:
Any combination of education and experience that would likely provide the required knowledge, skills and abilities as well as possession of any required licenses or certifications is qualifying. Preferred Education: Master\xe2\x80\x99s degree in engineering or health technology management. Required experience with OSHPD/HCAI and California building codes, NFPA 101 regulation. Preferred Experience: Eight years in facilities/construction systems engineering in a multi-hospital environment including analyzing health care technology markets, planning, implementing, and disposing of facilities equipment systems. Required Education: Bachelor\'s degree (additional four years\xe2\x80\x99 experience in a directly related field in lieu of bachelor\xe2\x80\x99s degree). Required Experience: Five years of experience in management in healthcare; five years of experience in Facilities Services.
