Serves as Deputy Emergency Management Coordinator for Travis County under the general direction of the Chief Deputy Emergency Management Coordinator.

Distinguishing Characteristics:
This is the first in a series of three emergency management coordinator-related job classifications within the Public Safety/Emergency Management job family. This classification supervises assigned emergency management programs rather than having responsibility for the entire work unit. Responsibilities include supporting all office activities, planning, operations, finance, and logistics in the mitigation, preparedness, response and recovery phases of emergency management. This classification requires a flexible work schedule to meet the needs of the department and includes participation in an on-call rotation as the 24-hour duty officer. Work location is primarily on-site / in-office, and various locations throughout the county.

Duties and Responsibilities

  • Lead mitigation and resilience planning, outreach and training efforts.
  • Facilitate connections with community organizations, including organizations representing historically underserved groups.
  • Support hazard mitigation efforts, specifically projects related to FEMA\'s Hazard Mitigation Grant Program (HMGP), Flood Mitigation Assistance (FMA), and Building Resilient Infrastructure and Communities (BRIC) program.
  • Support development and implementation of resilience projects.
  • Maintain elements of emergency management plans including development and delivery of multiple mitigation, response, recovery, and preparedness plans, procedures, standards, etc.
  • Research and recommend grant opportunities.
  • Respond to Emergency Operations Center when needed.
  • Attend training programs, including required and optional courses.
  • Provide emergency management training to departments, external agencies, and the community.
  • Lead and manage assigned projects and programs including staff and contractors.
  • Operate department vehicles.
  • Serve in rotation as on-call Duty Officer
  • Perform other job-related duties as assigned.
Minimum Requirements

Education and Experience:
Bachelor\'s degree in Emergency Management, Public Administration, Industrial Safety, Business Management, Planning or a directly related field AND four (4) years of increasingly responsible experience in emergency management, strategic planning, research, project management, policy research and program development;

OR,

Any combination of education and experience that has been achieved and is equivalent to the stated education and experience and required knowledge, skills, and abilities sufficient to successfully perform the duties and responsibilities of this job.

Licenses, Registrations, Certifications, or Special Requirements:
  • Valid Texas Driver\'s License.
  • Completion of NIMS IS-100, 200, 700, 800; (Within 6 months of start date: G-300, G-400).
  • Certified or Associate Emergency Manager Certification (AEM or CEM) by the International Association of Emergency Managers within three-years of start date.
Preferred:
  • Experience developing and managing community mitigation and resiliency programs, policies and plans.
  • Experience with grants for community organizations.
  • Experience with program and project management.
  • Bilingual English and Spanish.
Knowledge, Skills, and Abilities:

Knowledge of:
  • Hazard mitigation planning.
  • Community outreach and educational prgramming.
  • FEMA and Texas mitigation grants and programs.
  • National Incident Management System.
  • Principles of emergency management administration.
  • Federal, State, Local and County applicable laws, rules, regulations, and guidelines.
Skill in:
  • Researching and analyzing emergency management related issues.
  • Explaining complicated technical problems in simple non-technical language.
  • Problem-solving and decision-making.
  • Public speaking and content delivery.
  • Microsoft Office 365.
Ability to:
  • Communicate effectively.
  • Function calmly, effectively, and professionally in stressful and emergency situations.
  • Reason and make good judgments and decisions.
  • Manage time well and perform tasks within time constraints.
  • Work within teams to accomplish division objectives.
  • Analyze problems, identify alternative solutions, project consequences, and implement recommendations in support of project and organizational goals.
  • Establish and maintain effective working relationships with County employees and officials, representatives of outside agencies, and the public.
  • Successfully pass criminal, education, and employment background checks.
  • Candidates must be?legally authorized to work in the U.S.-- no visa sponsorships.
Work Environment & Other Information

Primarily office environment with some fieldwork. Physical requirements include the ability to lift/carry up to 30 pounds occasionally, visual acuity, speech and hearing, hand and eye coordination and manual dexterity necessary to operate a computer and office equipment. Subject to standing, walking, sitting, repetitive motion, reaching, climbing stairs, bending, stooping, kneeling, client/customer contact to perform the essential functions. Subject to stressful environment and client and customer contact for extended periods of time. Fieldwork subject to hazards related to natural disasters.

Travis County employees play an important role in business continuity. As such, employees can be assigned to business continuity efforts outside of normal job functions.
