Holiday Pay Summary This position requires a thorough knowledge of a wide range of accounting and finance including but not limited to general accounting, accounts payable, accounts receivable, cash handling, auditing, budgeting, sales tax, and internal and external reporting. This position provides training and information to other departments, agencies, and taxing districts that operate in Adams County. These responsibilities require the individual to use sound technical judgment on accounting, and financial questions daily. It is also critical that this position understand what information is available to the public and what is confidential. The principal function of an employee in this class is to perform various technical and accounting clerical duties involved in processing the County\xe2\x80\x99s accounts payables, which includes processing invoices, and statements. The daily deposits include the Department of
Motor Vehicles, state, and other deposits. Year-end state and federal reports along with any other duties asked by the County Clerk. The work is performed under the supervision of the
County Clerk, but some latitude is granted for the exercise of independent judgment and initiative. The principal duties of this class are performed in a general office environment. Essential Duties and Responsibilities (will vary by assignment)

  • Daily deposits from the Department of Motor Vehicles, and any/all other receipting of monies.
  • Collect & Deposit weekly indigent and recording payments; recording fees tracked using an excel spreadsheet.
  • Make purchases for the courthouse, maintenance & office supplies, for example, paper, and janitorial services.
  • Review and process all claims submitted by all County departments/cost centers to ensure accuracy, completeness, and proper authorization.
  • Recording: daily and weekly billing
  • Assist members of the public by issuing marriage licenses and passports.
  • Assist in the election process as needed by the county clerk.
  • Assist in the annual financial audit preparation.
  • Prepare weekly payables for the Board of Commissioners; including summary/approval sheet, and claims proof with supporting claims documentation.
  • Verifies billing information, services, and other information with vendors including W9s and year-end 1099 misc. forms.
  • Monthly reconciling and reporting of 911 fees using a spreadsheet.
  • Monthly reconciling and closing Court fines and fees.
  • Monthly reconciling Trust Accounts at closing.
  • Monthly reconciling and closing county month-end remittances; Sheriff/DMV sends payments.
  • Quarterly EMS, Sheriff, Sora payments, City of New Meadows Building Inspection report.
  • Landfill/Transfer Site fees; daily log sheets, deposits, and credit card payments weekly/monthly.
  • Invoice landfill tipping fees for the county.
  • Invoice title companies for recording fees monthly.
  • Assists customers and vendors and helps resolve customer concerns.
  • Monitors customer account collections, including maintaining logs, correspondence, and payment records.
  • Performs all work duties and activities by County policies, procedures, and safety practices.

Other Duties and Responsibilities
  • Learn and backs up other Deputy Clerks as necessary; including payroll and recording but not limited.
  • Performs other related duties as required.
Competency Requirements
Knowledge of:
  • Principles and procedures of payroll processing and accounting.
  • Principles, procedures, and objectives of financial record keeping and reporting.
  • Microsoft Office programs
Ability to:
  • Perform time management and scheduling functions, meet deadlines, and set project priorities.
  • Organized and work independently in all aspects of computerized accounts payable processing.
  • Work in an environment of constant interruptions and background noise.
  • Interpret and apply related payroll Generally Accepted Accounting Principles (GAAP).
  • Maintain records efficiently and accurately and prepare clear and concise reports.
  • Analyze financial data, reconcile accounts, and prepare reports.
  • Establish and maintain effective working relationships with other County employees, supervisory personnel, and the public.
  • Operate standard office equipment including a personal computer using program applications appropriate to assigned duties.
  • Communicate effectively both orally and in writing.
  • Use logical and creative thought processes to develop solutions according to written specifications and/or oral instructions.
Acceptable Experience and Training
  • High school diploma or GED
  • Preferred two (2) years of accounting or bookkeeping experience, preferably with payroll is preferred.
  • Any equivalent combination of experience and training which provides the knowledge and abilities necessary to perform the work.
Essential Physical Abilities
  • Sufficient clarity of speech and hearing, with or without reasonable accommodation, which permits the employee to discern verbal instructions and communicate effectively on the telephone and in person;
  • Sufficient visual acuity, with or without reasonable accommodation, which permits the employee to comprehend written work instructions and review, evaluate, and prepare a variety of written/typed documents and text materials;
  • Sufficient manual dexterity, with or without reasonable accommodation, which permits the employee to operate standard office equipment and a personal computer;
  • Sufficient personal mobility, flexibility, agility, and physical reflexes, with or without reasonable accommodation, permit the employee to lift up to 25 pounds, sit and work at a keyboard for an extended period, and work in an office environment.
