The City and County of Denver utilizes a hybrid model workplace that balances the responsibilities of public service with the benefits of a flexible work environment. Employees work where needed, at a city site and/or in the field. At the time of this posting at least three days a week on site and telecommute remotely at a designated workplace within the State of Colorado the remaining days.

The Denver (OSE) is a permitting, coordinating, and communications agency that works with special events held on public property (parks, streets, sidewalks, and alleyways) and open to the public as well as film projects, ensuring they are safe, compliant and are good stewards of the public spaces and communities they impact.

OSE is a small office of seven people supporting hundreds of events and films annually with one role that encompasses communications and engagement. The office includes an Executive Director, Deputy Director, three Permitting Specialists, and a Staff Assistant.

The Communications and Engagement Specialist will be the OSE\'s main point of communication for residents and businesses, internal and external stakeholders, and the public information officer (PIO) and spokesperson to the media. The position also serves as the legislative liaison communicating as needed with City Council and their staff.

This role will be responsible for developing and disseminating information and managing communication efforts through the OSE website, newsletters, email campaigns, in-person, and virtual educational programs, press releases, social media, community meetings and more. This person will develop and manage robust communications and outreach strategies and plans regarding policies and event impacts that speak to and reach city staff, external stakeholders, community members, business owners, event organizers, film producers, elected officials, and visitors.

This person contributes thoughtful input involving many components of the office from administrative to service delivery. The communications and engagement roles are equally critical and will rely on maintaining and growing established networks of internal and external relationships and partnerships. The role occasionally develops and executes communications plans on behalf of City & County of Denver regarding community engagement, information dissemination, and press outreach for large-scale and extraordinary events and other special projects. Eg: Championship celebrations or when Denver is a host city for national or international events.

This is an exciting opportunity for a professional in community outreach, public relations, and communications and a unique role in the City and County of Denver and in the OSE. We are seeking a skilled professional who can represent the Office of Special Events and the City of Denver on a local, national, and global level, while identifying areas of improvement on internal communications and local informational awareness. Job duties and responsibilities of this position include, but are not limited to, the following:

Content Creation

  • Research, develop, and implement comprehensive communications plan for the OSE
  • Develop a wide variety of content for a diverse array of audiences including website, newsletter articles, social media posts, speeches, FAQs, media advisories, press releases, reports, etc.
  • Edit and oversee all outgoing content in compliance with Agency messaging guidelines, City branding and ADA standards
  • Update and manage the OSE website
  • Manage and utilize content distribution subscriptions and services eg: Constant Contact, Adobe, SurveyMonkey etc.
Engagement
  • Represent the City/OSE at internal, community and stakeholder meetings, attends Registered Neighborhood Organizations (RNOs) and Business Improvement District (BIDs) meetings citywide on a regular basis, make presentations, address concerns, and facilitate positive relationships
  • Knowledge of Equity, Diversity, and Inclusion principals, impacts, opportunities, and challenges as it relates to engagement best practices
  • Manage and approve community notification processes that requires event and film producers to notify residents, businesses, and other stakeholders of their impacts
  • Mitigate and respond to complaints and mediate conflicts between events and impacted communities
  • Oversee and track event organizers\' notification efforts through the agency\xe2\x80\x99s CRM database to approve and utilize reports
  • Develop and distribute press releases, respond to media inquiries, serve as OSE\xe2\x80\x99s Public Information Officers (PIO) and media spokesperson and work collaboratively with citywide (PIO\'s) and the Mayor\'s Communications staff
  • Serve as a member of the City\xe2\x80\x99s
to support Denver\xe2\x80\x99s emergency operations as needed * Prepare and disseminate responses to public information/CORA (Colorado Open Records Act) requests and assure legal compliance in areas affecting public access to information

About You

The ideal Communications and Engagement Specialist will be able to work independently, identify and address needs with minimal guidance, complete projects with little supervision, have experience with high-volume and high-profile events, knowledge of and experience with Denver communities and neighborhoods, an approachable and engaging personality, and enjoy working on a small team. Fluency with a second language is a plus.

Our Ideal Candidate will have:
  • Effective time management, organization, adaptability, and project management are critical
  • Community outreach experience, including attending and participating in neighborhood meetings, town halls, etc.
  • Comprehensive experience in communications including digital content development, implementing strategic internal and external communication plans, website management and social media strategy
  • Experience and comfort communicating with media (on camera and off), excellent public speaking and strong writing skills, including AP style
  • Experience working in public service, or for national, state, or local government

  • Education: Bachelor\'s Degree in Business or Public Administration, Marketing, Communications, or a related field
  • Experience: Four (4) years of full performance, professional level experience performing marketing and/or public relations functions including research and analysis, developing public announcements and publications, and developing marketing and/or public relations strategies
  • Education/Experience Equivalency: One (1) year of the appropriate type and level of experience may be substituted for each required year of post-high school education. Additional appropriate education may be substituted for the minimum experience requirements.
  • License/Certifications: Requires a valid Driver\'s License at the time of application. Licenses and certifications must be kept current as a condition of employment
