This posting will be used to fill two (2) permanent, full-time positions. These positions are classified and are represented by a union.

Work Location: Salem/Marion or Portland/Multnomah; hybrid position

What you will do!
The purpose of these positions is to design and deliver training and learning forums to facilitate and promote workforce development, workforce equity, and employee engagement strategies for the Health Systems Division managers and staff. The individuals in these positions will design, facilitate, and evaluate training and curricula for quality, fidelity and effectiveness, and demonstrate knowledge and application of Adult Learning Theory that is neurodiverse responsive and trauma-informed. This will include developing and conducting a needs assessment at the individual program and organizational level, the development and maintenance of process guides, resource manuals and procedures, and qualitative and quantitative data dashboards.

These positions will design and create cohort learning opportunities that are peer-oriented (staff with staff, manager with manager) as well as team oriented (manager and staff).

The individuals in these positions will work closely with and be cross trained to support their peer Workforce Development and Engagement Specialist to develop a cohesive approach to support overall professional development organizational culture needs and ensure internal teams are trained on existing and new program initiatives. These positions will occasionally coordinate special projects and provide training resources to other teams within the Oregon Health Authority.

One position will specifically focus on enhancing and aligning to organizational development, effectiveness and culture strategies. This position will create training and learning forums that enable staff to gather in community in ways that humanize interactions, honor wholeness, and foster trust. Specific intentionality will be placed on building critical consciousness pathways that enable staff to gain/share understanding of inequities and structural racism, as well as the visible and invisible ways we can positively contribute to recognizing, reconciling, and rectifying historical and contemporary injustices through our individual and collective voice. To achieve this, this position will create resources to increase staff competency in using tools and frameworks developed and promoted by OHA\xe2\x80\x99s Equity & Inclusion Division.

One position will specifically focus on fostering programmatic and practice integration strategies. This position will create training and learning forums that illuminate the evolving efforts within Medicaid and Behavioral Health programs, policies, and engagement strategies to generate transformational shifts in agency, collective accountability, collaborative action, and power-sharing dynamics. To achieve this, this position will create resources to increase staff competency in using tools and frameworks developed and promoted by OHA\xe2\x80\x99s Equity & Inclusion Division.

WHAT WE ARE LOOKING FOR:

Required Attributes:
Experience in creating and maintaining a work environment that is respectful and accepting of diversity among team members and the people we serve.

Five years of work experience designing, planning, and implementing adult education courses, or applying web-based technologies in a blended learning environment; OR
Five years of work experience designing, planning, and implementing organizational development strategies.

A Bachelor\'s degree in Education, Organizational Psychology, Business or Public Administration, Training and Development, Human Resources, Organizational Behavior, or related field may substitute for three years of the work experience stated above.

NOTE: Some positions may require one year of experience in a specific state program in addition to the above listed experience.

Requested Attributes:
  • Experience in advancing health equity, including effective delivery of culturally responsive and inclusive services, evidence of ongoing development of personal cultural awareness and humility, and knowledge of social determinants of health and their impacts on health outcomes.
  • Experience factoring in the perspectives of diverse populations most harmed by social injustice and inequities including communities of color, immigrant groups, the disability and neurodivergent communities, veterans, older adults, individuals identifying as LGBTQIA+ and other communities that have been traditionally marginalized.
  • Experience developing, implementing workforce development and workforce equity training and learning forums in an organization that includes multiple classification levels and diverse functional expertise, inviting collaborative action and iterative design principles.
  • Experience in designing, developing, delivering, or overseeing values-oriented and experiential employee onboarding and training content that builds critical consciousness pathways that enable staff to gain/share understanding of inequities and structural racism, assuring alignment with various learning styles and cultural understandings.
  • Knowledge of Oregon Administrative Rules and Oregon Revised Statutes, other applicable regulations, and program requirements.
  • Knowledge of health services delivery systems, particularly the Oregon Health Plan/ Medicaid Administration in Oregon and relational landscape of key partners, providers, community-based organizations, and advocacy groups.
  • Knowledge of Oregon\'s Behavioral Health System and relational landscape of key partners, providers, community-based organizations, and advocacy groups.
  • Ability to demonstrate advanced Microsoft Excel, Word, PowerPoint, Outlook, and use of collaboration tools such as Microsoft Teams and SharePoint
  • Experience developing and providing planning tools, documents, data, and meeting coordination to facilitate collaboration and decision-making.
  • Strong communication skills across a variety of forms that demonstrate the ability to facilitate appreciative inquiry, foster trust and transparency, and promote human-centered change management.
