Code Enforcement Officer [Compliance Officer 1]

Location: Ames

Shift: Daytime shift, 40 hours/week, compressed work week possible. This is a travel position including occasional overnights. Travelling generally occurs every third week, but the employee may adjust the trip according to personal preferences and limit the number of overnight stays.

We are looking for a person who is patient, methodical, even-tempered, resilient, and knows how to steer a discussion away from a heated impasse. Daily duties will include, but are not limited to:

Patrolling the primary highway system in Iowa for signs which are not in compliance with state laws pertaining to the control of outdoor advertising.

Collecting information at the site including measurements, photos, and location information.

Conducting real estate research to confirm property ownership. This may include looking at chain of title and determining relationships between individuals, families, businesses, and LLCs.

Determining the zoning of the property. In some cases, there will be no zoning in effect, and additional information may be needed regarding businesses located within a designated area of the sign.

Researching and finding highway plans and right-of-way acquisition plats that show the amount of right-of-way that the state owns at the sign location.

Reaching out to the owner of the sign, sharing information about the outdoor advertising law, and requesting that the sign be removed or, if possible, permitted. These conversations need to be initiated gently and informally. If progress stalls, initiate a 30-day certified letter in accordance with Iowa Code 306C.

Requesting physical removal of the sign from district crews when all options have been exhausted, any extensions have expired, and the owner refuses or simply has failed to remove the sign.

Minimum Qualification Requirements

Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:
1) Graduation from an accredited four-year college or university with a degree in any field, and experience equal to three years of full-time work in investigative or closely related work which
involved: preparing interpretative or administrative orders, rules, or regulations which have the effect of law; or interpreting and enforcing federal or state laws governing health care administration; or quality assurance review to determine, through internal audit or analysis, the level of compliance with program requirements; or drafting, negotiating, or examining contracts or related documents required for organizational operations.
2) Graduation from an accredited four-year college or university with a degree in any field, and experience equal to three years of full-time, professional-level work involving the interpretation and enforcement of federal and state laws or department policies and procedures or quality assurance review as determined through internal audit or analysis of the level of compliance to program requirements.
3) Graduation from accredited school of law.
4) A total of seven years of education and/or full-time experience (as described in number one and two), where thirty semester hours of accredited college or university coursework in any field equals one year of full-time experience.
