Description

Performs activities related to the interpretation and enforcement of the City\'s Municipal Code. Collaborates with residents of a diverse population to achieve voluntary compliance with code. Responsible for the field investigation and enforcement of a variety of City codes pertaining to building, housing, abatement, land use, nuisances and other related ordinances.

Essential Duties and Responsibilities

ESSENTIAL FUNCTIONS AND RESPONSIBILITIES:

  • Respond to citizen complaints and inquiries via telephone, email, and online portal.
  • Initiate inspections pertaining to building, housing, abatement, land use, nuisances, and other related ordinances. Conduct field investigations of alleged violations.
  • Gather evidence, prepare written reports, and issue notices of violation and/or infractions.
  • Prepare and present abatement cases to the hearings examiner. Provide assistance to the City prosecutor and police department for case resolution as required.
  • Maintain electronic records systems, databases, and spreadsheets related to code enforcement.
  • Meet with property owners and residents to review violations, explain intent of codes, and gain compliance through various creative means and/or legal action(s).
  • Draft and send correspondence assisting with, and directing compliance of, specified issues.
  • Serve as backup for the Building Official in providing residential building inspections.
  • Assist in the development of goals for Code Enforcement Programs that reflect an awareness of private property rights and evaluate effectiveness of work program to accomplish these goals.
  • Work with Patrol Officers to develop plans to assist in dealing with code issues at problem houses, businesses, and other locations.
  • Promote, organize, and assist neighborhood groups to form cooperative self-help clean-up projects and programs.
  • Conducts field investigations of potential violations; gathers evidence; questions or interrogates complainants, witnesses, and suspects; compares facts to code requirements; makes findings; issues warnings, correction notices, or citations.

Qualifications/Requirements

REQUIRED MINIMUM QUALIFICATIONS:

High School Graduate or a GED. Prefer a minimum of one year of experience in code enforcement, land use planning, social services, or construction fields. Valid Washington State Motor Vehicle Operator\'s License and proof of acceptable driving record upon hire. Must have ICC B-1 Residential Inspector certification or be able to obtain within six months of hire. Must be computer literate and possess strong customer service skills.

Consideration may be given to an equivalent combination of education and experience that would provide the necessary knowledge, skills, and abilities to successfully perform the essential functions of the job.

Work Environment

Indoor and outdoor work environment; seasonal heat and cold or adverse weather conditions; driving a vehicle to conduct work; exposure to various fumes, odors, or gasses; working on ladders; heights; inspecting dangerous, substandard properties with unknown hazards; encounters with dissatisfied customers; critical situations. The noise level in the work environment is usually moderately quiet while in the office and moderately loud when in the field.

Work involves walking, talking, hearing, using hands to handle, feel or operate objects, tools, or controls, and reaching with hands and arms. Vision abilities required by this job include close vision, distance vision, peripheral vision, depth perception, and the ability to adjust focus. Sitting, standing and walking for extended periods of time; seeing, hearing and speaking to exchange information. Work will routinely require the employee to climb, balance, bend, stoop, kneel, crouch and/or crawl. The employee may be required to push, pull, lift, and/or carry up to 70 pounds.
