DEFINITION

Under supervision of the Director of Building and Planning, performs the duties insuring community compliance of the Municipal Code; receive complaints; investigates and identify municipal code violations; take appropriate action related to the violations; keep an accurate record of all cases; perform field inspections; researches appropriate laws, codes, and regulations; work with the public at the counter; works with other Departments and Agencies such as, but not limited to, Building, Planning, Finance, Los Angeles County Public Health and Los Angeles County Sheriff\'s Department; and perform related duties as assigned.

Essential duties and responsibilities may include, but are not limited to, the following:

  • Performs inspections of commercial, industrial, and residential properties and application of federal, state, and county codes, related regulations and restrictions, and municipal code requirements.
  • Maintains related logs and records.
  • Responds to oral and written inquiries; provides technical assistance to coworkers, contractors, and the public in regard to code interpretations, zoning enforcement, inspection requests, department policies and procedures.
  • Conducts research and prepares reports regarding work unit activities, or regarding selected inspections, complaints and disputes.
  • Provides instructions and answers questions; coordinates the scheduling and completion of projects by determining operational priorities and resolving workload problems; schedule appointments, coordinate meetings and office conferences, coordinate filing of criminal charges and testify in court proceedings.
  • Maintains communication with the Director of Building and Planning.
  • Investigate complaints involving violations and illegal uses of private property or public right-of-way such as noise, vehicle storage, sign placement, littering, zoning.
  • Address and resolve complaints regarding compliance with the enforcement of Zoning Code and other City Ordinances.
  • Conduct field investigations.
  • Issue correction notices and orders to comply.
  • Attends various City Commission meetings and provides information of ordinances, proposed changes, policies and procedures; research proposed ordinances as directed; prepare statistical and photographic reports on a regular basis to resolve zoning enforcement issues; perform related duties as assigned. Weekends may be required.
  • Works closely with various Department and Divisions to bring properties into code compliance.
MINIMUM QUALIFICATIONS

The following generally describes the knowledge and ability required to enter the job and/or be learned within a short period of time in order to successfully perform the assigned duties.

Knowledge of:
  • related federal and state laws, rules, regulations, policies and procedures
  • building tools and materials; accepted safety methods
  • principles and techniques of inspection
  • methods of conducting zoning and substandard housing inspections.
Skill and Ability to:
  • Read and interpret and explain building plans, specifications and federal, state, county and local codes.
  • Comprehend and correctly use a variety of informational, technical, regulatory documents, including assessor\'s maps, tract maps, billing and invoices, policy and procedures, policy memos, resolutions, and municipal ordinances and codes.
  • Analyze unusual situations and resolve through application of codes, related requirements and restrictions.
  • Deal constructively with conflict and develop effective resolutions.
  • Communicate effectively in a courteous and competent manner verbally and in writing with city administrators, officials, co-workers, contractors, citizens, other agency personnel, and engineers/contractors.
  • Operate a variety of automated office machines including copier, fax machine, telephone, personal computer, cell phone and peripheral equipment.
  • Establish and maintain cooperative and effective working relations.
  • Prioritize daily duties, projects and assignments.
Education and/or Experience:

Any combination of equivalent education, training and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Examples of acceptable education and experience are graduation from high school or equivalent and three (3) years\' experience, or its equivalent, relating to interpretation and enforcement of municipal rules and regulations, complaints procedures, zoning enforcement, code enforcement or related field. Experience in code enforcement in a governmental agency or closely related field of an investigative nature is preferred. A Bachelor\'s Degree in Public Administration, Planning, Criminology or related field is highly desirable. Ability to speak Spanish is highly desirable.

Licensing/Certification Requirements:
  • Possession of a valid California Class C driver\'s license is required and must be retained without restrictions throughout employment.
  • Successful completion of PC832 Arrest, Search and Seizure within one (1) year of employment.
  • Completion of California Association of Code Enforcement Officers (CACEO) Modules 1-3 within three (3) years of employment.
WORKING CONDITIONS

The physical demands described below are representative of those that must be met by an employee to successfully perform the essential functions of the job. While performing the duties of this job, the employee occasionally works in outside weather conditions. The employee is occasionally exposed to and/or humid conditions, or airborne particles. The noise level in the work environment is usually quiet in the office, and moderate in the field.
  • Work is performed in office and field environments.
  • May be subject to repetitive motion such as typing, data entry, and vision to monitor.
  • May be subject to exposure to extreme weather conditions, hazardous chemicals, fumes, infectious diseases, toxic waste, air and water borne pathogens, unsafe and unhealthy building conditions, and rough or unstable terrain.
  • May be subject to extended periods of walking, standing, driving, pushing, pulling, bending, reaching, kneeling, climbing ladders, lifting or carrying building materials.
  • Must be able to lift up to 50 pounds.
  • Will be required to drive City vehicles.
