Finance and Operations provide agency-wide financial, administrative, and operational services supporting the Metropolitan Council as a whole and its individual divisions. These services include accounting, financial reporting, and payroll; the Council\'s operating and capital budgets; contracts and procurement; computerized systems for financial and personnel information; risk management; treasury functions; and services supporting the Council\'s headquarters facilities.

How your work would contribute to our organization and the Twin Cities region:

The Chief Financial Officer (CFO) is responsible for the financial leadership of the Council. The CFO is a key member of the Council\'s executive leadership team, helping it to develop and implement a financial strategy to resource and deliver the Council\'s and the Region\'s strategic objectives. The CFO is actively involved in, and able to influence, all the Council\'s material business decisions to ensure short and long-term opportunities and risks are fully considered, contingency scenarios are developed, and decisions are in alignment with the Council\'s strategy. This position is responsible for oversight of all Metropolitan Council financial functions including developing and presenting operating and capital budgets to the Council; establishing Council financial policy to ensure adequate internal controls over Council assets; managing treasury functions and debt issuance; and providing financial oversight to all divisions of the Council. It provides leadership and responsibility for efficient and effective service delivery for central shared services including accounting operations, general ledger, payroll, treasury, budget, and purchasing cards. The CFO also represents the Council to external stakeholders including the legislature and governor\'s office, as well as to internal audiences including the Council\'s board.

We are seeking a driven, servant-oriented, people-focused leader to champion the Council\'s success and well-being. In this pivotal role, you will lead by example, cultivating a culture of service, collaboration and trust amongst your team, peers and the Council as a whole.

Starting salary range is $185,000 - $230,000 (based on qualifications and experience) plus excellent benefits!

What you would do in this job

  • Establish overall strategies and goals for Council financial management practices, policies, and procedures to ensure appropriate internal systems and controls are in place to protect Council assets.
  • Deliver timely, accurate, and reliable financial information to decision makers through efficient and effective financial systems and business processes, foster effective stewardship of public funds, and safeguard fiscal integrity through effective internal controls.
  • Oversee the Treasury functions and assure effective cash management and investment strategy. Act as lead staff for the Council Investment Review Committee and provide input into investment performance, policy, procedure, and strategic direction.
  • Oversee debt issuance process to assure adequate cash flow for capital projects and compliance with bonding authority and covenants. Ensure outstanding debt is monitored and opportunities for refinancing are identified. Evaluate opportunities for new financing options and make recommendations to the Council. Work with bond rating agencies to maintain AAA bond rating.
  • In accordance with Council strategies, goals, and objectives, develop operating and capital budgets to be presented to the Council. Make recommendations to ensure strong financial management of the Council\'s finances.
  • Provide strategic input and leadership to the executive management team to ensure adequate financial controls are in place across the Council.
  • Oversee and provide leadership to Council staff responsible for services including Accounting and Financial Reporting, Payroll, P-cards, Budget, and Peoplesoft administration.
  • Evaluate best practices, performance benchmarks, and organizational needs to assure effective delivery of services to operating divisions.
  • Represent the Council to the legislature, task forces and committees, as required.
What education and experience are required for this job (minimum qualifications)
  • Bachelor\'s degree in finance, accounting or related field. CPA or advanced degree is desired.
  • Eight years progressive management experience in organizations of similar size or complexity to the Council.
  • Five years of experience in finance-related operations.
  • Strong and demonstrated ability to communicate verbally and in writing to policy makers, executives and the public.
  • Experience making presentations to decision making bodies.
  • A high degree of skill in developing, motivating and fostering collaborative relationships both inside and outside of the organization.

  • Standards issued by the Governmental Accounting Standards Board (GASB)
  • Frameworks for Internal Control
  • Enterprise Resource Planning systems (Peoplesoft preferred)
  • Requirements and process for publishing an Annual Comprehensive Financial Report (ACFR)
  • Federal and Minnesota state financial rules and regulations, grant requirements

  • Develop key operational and fiscal indicators, dashboards, key performance indicators, or other means to communicate vital fiscal information with the Council, executive leadership, regional partners and the public.
  • Be a true business partner to executive management and other senior leadership to assess organizational performance against both the annual budget and the Council\'s long-term strategy.
  • Develop financial risk assessments and integrate financial practices into an enterprise risk management framework.
  • Provide prospective information on operational and financial performance as well as more traditional retrospective information such as budget-versus-actual reports.
