Vice President/Chief Financial Officer

The Roosevelt Island Operating Corporation (RIOC) is a public benefit corporation and politic arm of New York State, whose mission is to develop, maintain, and operate the infrastructure of Roosevelt Island. As part of this mandate, RIOC operates and maintains several facilities including the Cultural Center, Sportspark, and the Motorgate Garage: as well as other outdoor spaces such as Firefighter\xe2\x80\x99s Field, Southpoint Park, and Lighthouse Park, among other facilities and locations. Infrastructure operations also includes the Aerial Tramway, and a free Red Bus Service that stops at various points on Roosevelt Island; and a Public Safety Department that serves as the community\xe2\x80\x99s first responders in coordination with the New York City Police Department. RIOC\xe2\x80\x99s workforce is also comprised of union workers from Local 210, 32BJ, PSOB, and other administrative staff.

JOB RESPONSIBILITIES:

  • Management and oversight of the Finance Department.
  • Designated Contracting Officer under PAL \xc2\xa7 2895 \xe2\x80\x93 responsible for the disposition of property.
  • Develop and direct the implementation of strategic business and/or operational plans, projects, programs, and systems to ensure the goals of the department are met.
  • Direct changes and improvements in automated financial and management information systems for the Corporation.
  • Liaison to the Audit Committee and Board.
  • Oversee outside auditors, investment advisors and internal audit consultants, etc.
  • Review Financial Statements.
  • Interact with Senior Management to provide consultative support to planning initiatives through financial and management information analyses, reports, and recommendations.
  • Serve on planning and policy-making teams.
  • Create, coordinate, and evaluate the financial programs and supporting information systems of the company to include budgeting, real estate development projects, and conservation of assets.
  • Approve and coordinate changes and improvements in automated financial and management information systems for the company.
  • Ensure compliance with local, state, and federal budgetary reporting requirements.
  • Oversee the approval and processing of revenue, expenditure, and position control documents, department budgets, mass salary updates, ledger, and account maintenance and data entry.
  • Coordinate the preparation of financial statements, financial reports, annual budget, special analyses, and information reports.
  • Develop and implement finance, accounting, billing, and auditing procedures.
  • Establish and maintain appropriate internal control safeguards.
  • Ensure records systems are maintained in accordance with generally accepted auditing standards.
  • Develop and direct the implementation of strategic business and/or operational plans, projects, programs, and systems.
  • Responsible for the risk management policies and asset protection coverage of the company.
  • Analyze cash flow, cost controls, and expenses to guide business leaders. Analyze financial statements to pinpoint potential weak areas.
  • Establish and implement short- and long-range departmental goals, objectives, policies, and operating procedures.
  • Perform other duties as assigned.
Qualifications

SKILLS & QUALIFICATIONS: \xe2\x80\xa2 Experience in managing/oversight of multiples departments. \xe2\x80\xa2 Demonstrated ability to think and act strategically. \xe2\x80\xa2 Experience working in a large hierarchical organization. \xe2\x80\xa2 Demonstrated leadership experience; strong problem-solving abilities; excellent interpersonal, written, and verbal communication skills \xe2\x80\xa2 Experience with State or City government.

Special Requirements

EDUCATION & EXPERIENCE: The successful candidate must have a broad range of skills, but above all, they must be curious, flexible thinkers who love learning new things and tackling challenges daily. In addition, the preferred candidate should possess the following: 1. A baccalaureate degree from an accredited college or university and fifteen (15) years of full-time satisfactory professional management experience in Finance or related field. A Master\xe2\x80\x99s degree in Business Administration (MBA), Finance, or Accounting is preferred. 2. A four-year high school diploma or its educational equivalent approved by a State\'s Department of Education, or a recognized accrediting organization and fifteen (17) years of full-time satisfactory experience as described in "1" above; with 10 years of managerial experience and minimum of 5 years in senior management, or a satisfactory equivalent. 3. A satisfactory combination of education and/or experience which is equivalent to "1" or "2" above. Graduate study in the field of finance, business, or accounting, or other related fields may be substituted for up to one year of the required experience based on 30 credits equaling one year of experience. Graduation from an accredited school may be substituted for one year of the required experience. However, all candidates must have at least fifteen years of experience as described above.
