Job Title: Bilingual Family Development Specialist (SafeCare)

Reports To: Team Leader

Hours: 37.5

FLSA Status: Non-exempt

Location: Luzerne County

Summary:

Member of Outreach program with primary responsibility in SafeCare Program, community-based education, and related support services. Provide home visitation/education to up to twelve participating families as well as participate in the planning and implementation of weekly play & learn group activities and scheduled Parent Cafes. Position is in Luzerne County and

is an easy commute from Scranton, Wilkes Barre, Hazleton, Bloomsburg, and Stroudsburg.

*Outreach refers to this position as a Family Development Specialist, consisting of a combination of case management responsibilities and the delivery of evidence based home visiting curricula.

Bi Lingual Family Development Specialist (SafeCare) Duties:
  • Provides weekly home visits, lasting 60-90 minutes to families with children ages 0-5 who are at risk for or have been reported for child neglect or physical abuse.
  • Provides support using the evidence-based, Safe Care curriculum to improve parents\' skills in three areas: 1) parent-infant/child interaction skills, 2) health care skills, and 3) home safety
  • Assists with the planning and implementation of weekly play & learn groups as well as Parent Cafes.
  • Maintains related files/record keeping; enters data into Outreach and funder data collection systems.
  • Participates in quarterly in-person, all-staff meetings, monthly in-person team meetings, and required reflective supervision meetings.
  • Collaborates with community partners and human service agencies to link families to resources. Provides participants with referrals to schools, early intervention programs, Scranton Counseling Center, etc., as needed
  • Participates in team process focused on best practices to serve participating families, the community, and Outreach
  • Reliable transportation mandatory, current driver\'s license, insurance, and registration required
  • Completion of required training, including motivational interviewing, domestic violence, trauma-informed practices, home visitor safety, child abuse recognition and reporting, CPR, and first aid.
  • Daily in-person office attendance is required
  • Some evening and weekend hours required
  • Performs other duties as assigned
Requirements:

Bi Lingual Family Development Specialist (SafeCare) Qualifications:

Education/Experience:

Bachelor\'s degree (BA/BS) in social work, human development, psychology, neuroscience, early childhood education, or similar from a four-year college or university. Familiarity with at-risk populations and openness to working with diverse cultures/families with economic challenges, addictions, child welfare involvement, Intellectual disabilities, and mental health issues, is a must. Ability to teach relevant programming using the SafeCare Curriculum participants\' homes as assigned. Good understanding of family dynamics, child development, and psychology. Mandatory training/certification required. Must be able to speak, read, and write fluently in Spanish.

Computer Skills:

To perform this job successfully, an individual should have good computer literacy skills, data entry, outcomes tracking, and word processing software. Proficiency with MS Office and Excel is preferred.

Work Environment:

The noise level in the open office environment is usually moderate. Home environments, where services are rendered, can be unpredictable, and subject to constant change.

Position is in Luzerne County; an easy commute from Scranton, Wilkes Barre, Hazleton, Bloomsburg, and Stroudsburg.

Physical Demands:

While performing the duties of this job, the employee is occasionally required to stand, walk, sit on the floor, stoop, kneel, crouch, or crawl as well as talk and hear clearly - as all may be necessary for instructing educational activities within a home environment. These components may be needed during home visits with parent/child group activities, toddler playgroup, etc. The employee must occasionally lift and/or move up to 25 pounds while transporting materials, etc.
