How your work would contribute to our organization and the Twin Cities region:

The Business Systems Analyst 2 or 3 (BSA2 or 3) researches, plans, designs, implements, and maintains efficient business system capabilities and solutions to support Asset Management functions within Environmental Services (ES) and across the Council. This includes business functions and processes that use Oracle Work and Asset Management (WAM), UKG (Kronos), RFGen, and mobile applications as well as the integrations and interdependencies with other Council systems such as PeopleSoft Financials and HRMS. The BSA3 provides subject matter expertise to projects and Business Units that interface with these systems.

What you would do in this job

  • Use knowledge of business practices to analyze work processes and provide customer-driven solutions to increase effectiveness and efficiency.
  • Maximizes the use of the Enterprise Asset Management system by utilizing its capabilities to support workflow requirements, innovations, automation, and integrations with other applications.
  • Analyzes business requirements and develops plans to translate them into solutions utilizing system capabilities.
  • Applies knowledge of enterprise-wide application systems to lead projects of moderate complexity within Environmental Services. Supports definition of project scope, objectives, deliverables, and timelines.
  • Serves as a resource to professional and technical staff, and to departmental customers on all aspects of the Asset Management department\'s systems.
  • Develops, coordinates, and implements plans to test business and functional processes during system development and quality assurance testing.
  • Develops and updates training curriculum and materials and conducts formal training sessions for system customers.
  • Acts as an Environmental Services Subject Matter Expert in support of relevant Council-wide programs and projects.
  • Be the Environmental Services\' subject matter expert for the planning and implementation of an impending replacement Enterprise Asset Management System.
  • Other duties as assigned.
NOTE: At the BSA3 level, this position will work on more complex projects independently. There will be higher expectations for independently identifying and integrating their work into other work within the Environmental Services division and the Council. At this level, the position would be bringing ideas for work products to leadership with concepts more thoroughly developed rather than waiting for direction. You must meet the minimum qualifications for both education and years of related work experience as identified below.

What education and experience are required for this job (minimum qualifications)

Business Systems Analyst 2 AFSCME / Grade G

Education and Experience:

Bachelor\'s degree or higher in computer science, data science, software engineering, management information systems, or a related field AND (3) years of experiencers experience in business systems analysis or related analytical experience with a minimum of one (1) year performing configurations and modifications within an enterprise business application.
OR

Associate degree in computer science, data science, software engineering, management information systems, or a related field AND Five (5) years of experience in business systems analysis or related analytical experience with a minimum of one (1) year performing configurations and modifications within an enterprise business application.
OR High School Diploma or GED AND Seven (7) years of experience in business systems analysis or related enterprise asset management/GIS experience with a minimum of two (2) years performing configurations and modifications within an enterprise business application.



Business Systems Analyst 3

AFSCME / Grade H

Education and Experience:

Bachelor\'s degree or higher in computer science, data science, software engineering, management information systems, or a related field AND four (4) years of experience in business systems analysis or related analytical experience with a minimum of one (1) year performing configurations and modifications within an enterprise business application.

OR

Associate degree in computer science, data science, software engineering, management information systems, or a related field AND six (6) years of experience in business systems analysis or related analytical experience with a minimum of one (1) year performing configurations and modifications within an enterprise business application.

OR

High School diploma/GED AND eight (8) years of experience in business systems analysis or related enterprise asset management/GIS experience with a minimum of two (2) years performing configurations and modifications within an enterprise business application.

What additional skills and experience would be helpful in this job (desired qualifications):
  • Knowledge of and experience working with relational database technology (e.g., Oracle, SQL Server), writing queries, and extracting data.
  • Experience with processes, methods, and techniques to analyze and evaluate business operations.
  • Working knowledge of project management principles.
  • Experience with reporting tools such as MS Power BI, Business Objects, etc.
  • Knowledge of Asset Management practices and/or Computerized Maintenance Management System (CMMS) processes.
  • Good written and verbal communication skills and the ability to communicate with a diverse group of customers and teams at all levels of the Council to accomplish project, team, and individual work goals.
  • Experience working and collaborating in diverse, multicultural, and inclusive environments.
What knowledge, skills, and abilities you should have within the first six months on the job:
  • Good understanding of and promote best practices in the use of Oracle WAM.
  • Ability to represent ES in Council-wide projects related to current Asset Management systems.
  • Good working knowledge of interdepartmental and council-wide processes, procedures, and requirements with regard to administrative functions including Asset Management, Procurement, and Timekeeping.

Anticipated Hiring Range: $34.70 - $39.37 hourly / $72,176 to $81,890 annually

Full Salary Range: $37.50 - $56.60 hourly / $78,000 - $117,728 annually
Anticipated Hiring Range: $37.50 - $42.56 hourly / $78,000 - $88,525 annually

Note: The full salary range is displayed. The hiring salary will be determined based on the final candidate\'s qualifications, the Council\'s internal pay structures, and our total compensation package for the position.
