Information Services is the central IT department supporting all divisions of the Metropolitan Council. Our 140 team members provide technology, practices and innovative solutions that enable the core services of the Council.

How your work would contribute to our organization and the Twin Cities region:

The IT Service Owner - Collaboration Services, which will be filled at a Business Analyst 2 or 3 level depending on qualifications, will work closely with business representatives to analyze the operations of a department or functional unit to support the development and enhancement of Collaboration and Video Conferencing services provided by Information Services. This position will identify opportunities for improvement in business operations and process; be involved in the design or modification of business and/or IT systems; elicit, document, and analyze business needs and requirements; documents the functional designs of systems; and may help test solutions and create documentation and user manuals.

Business Analyst 2:
Starting Salary Range: $34.70 - $39.37 Hourly / $72,176 - $81,890 Annually
Full Salary Range: $34.70 - $52.36 Hourly / $72,176 - $108,909 Annually

Business Analyst 3:
Starting Salary Range: $37.50 - $42.56 Hourly / $78,000 - $88,525 Annually
Full Salary Range: $37.50 - $56.60 Hourly / $78,000 - $117,728 Annually

The starting salary will be based on the selected candidate\'s experience, skills, education, and internal salary equity, and includes a generous benefits package.

What you would do in this job

  • Own and act as a Service Owner of Collaboration and Video Conferencing enterprise/and or non-enterprise services.
  • Negotiate service level agreements based on business requirements, outcomes, and service delivery cost.
  • Coordinate continuous improvement throughout the service delivery process.
  • Create service roadmaps in partnership with business partners.
  • Cultivate strong working relationships with business and IT function partners.
  • Coordinate the support and delivery of IT services based on established Operation Level Agreements by working in partnership with functional owners.
  • Establish measurable key performance indicators for the delivery of IT services.
  • Establish cost models and fee schedules for the delivery of IT services.
Manage service-level budget. * Translate IT service delivery concepts into actionable steps in support of delivering business outcomes.
  • Analyze, document, and improve service delivery processes through business analysis methodologies and collaborative approaches.
  • Create, maintain, analyze, and coordinate routine reporting and queries.
  • Assist with eliciting and documenting business requirements and system testing, as needed.
  • Develop and write user stories.
  • Assist in the development of Service Owner and business analysis best practices and creation of environmental assets.
  • Articulate technology concepts and specific technology use cases to all levels of the organization.
  • Facilitate/lead a Community of Practice for Collaboration and Video Conferencing technologies.
  • Create and maintain training resources for business users of Collaboration and Video Conferencing technologies such as presenting live and recorded technical training, generating training materials, and demoing technology.
  • Perform special projects and other duties as assigned.
What education and experience are required for this job (minimum qualifications)

Business Analyst 2

High school diploma or GED AND seven (7) years of related experience.

Note: Highest completed degree in the following majors: business administration or a related field will count towards the minimum seven (7) years of required work experience.
  • Associates degree counts as two years of experience
  • Bachelor\'s degree or higher counts as four years of experience
Business Analyst 3

High school diploma or GED AND eight (8) years of related experience.

What additional skills and experience would be helpful in this job (desired qualifications):
  • IT Service Owner or Product Owner Experience.
  • Demonstratable experience as a power user or administrator of Microsoft M365 collaborative technologies (Microsoft Teams, SharePoint, Stream, OneDrive).
  • Experience managing an Intranet.
  • Understanding of collaborative technologies, tools, and practices.
  • Experience in eliciting and analyzing customer feedback and user data to inform service decisions.
  • Ability to think creatively and strategically to drive service innovation and differentiation.
  • Experience building end user adoption of collaborative tools such as, Microsoft Teams, SharePoint, OneDrive, Teams Voice, and Microsoft Teams Rooms.
  • Experience eliciting business needs to create and deliver collaborative experiences with business partners.
  • Experience guiding a Community of Practice around a technology product or service.
  • Ability to ideate, develop and implement strategic plans, including strategic roadmaps, technology plans, and innovative opportunities.
  • Ability to drive results focused on business outcomes/needs.
  • Understand how to create and build strong partnerships through understanding business needs and perspective to listen, build rapport, and develop credibility as a strategic partner.
  • Ability to challenge assumptions using productive and collaborative methodologies.
  • Experience working in an IT Infrastructure/Operations environment implementing security solutions and/or working on hardware administration and refresh.
Strong communication skills in writing, speaking, and presenting.

Ability to shift opinions using influence over positional power. * Certification as a Business Relationship Management Professional (BRMP\xc2\xae).

IIBA or PMI Business Analysis Certification.

ITIL Certification.

CJIS Certification.

Knowledge of IIBA Business Analysis Core Concepts.

Knowledge of Azure Dev Ops.
