General Purpose

Develop plans, designs, resource requirements, and cost estimates for construction, maintenance projects and support involving enterprise high availability data center networks and multi-platform domestic and international data network connectivity. These efforts support large, customer-facing electric and gas utility and realty services, including Internet and mail hosting services and all corporate IT services at data centers, electric and gas transmission and distribution facilities, electric generation facilities. Plan and coordinate cross-functional or cross-company work, change management, and resource availability. Monitor systems operations and adjusts operational plans accordingly. Level 3 - Act as a lead and/or technical resource to network engineer 1 and 2.

Responsibilities

Responsibilities of the level 2 position include the following:

• Design and develop moderately complex voice and data network plans for network upgrades and expansion.
• Design and implementation of moderately complex voice and data systems, network configurations and network architecture, including hardware and software technology, site locations, business continuity, disaster recovery, and integration of technologies.
• Review analyses and technical feasibility to develop voice and data network deployment strategies.
• Assess and review voice and data network growth forecasts and to ensure that business needs are translated into network capacity requirements.
• Support efforts to resolve voice and data network problems and incidents through root cause analysis and study of potential network deficits.
• Identify and test current conditions and provide recommendations to ensure that the voice and data network infrastructure is positioned to meet business requirements.
• Performs additional responsibilities as requested or assigned.

In addition to the above, the responsibilities of the level 3 position require the following:

• Provide network engineering expert resources in these disciplines: Percentages included in two responsibilities above.
• Core routing
• Core switching
• Network security
• Network diagnostics
• Application load balancing
• Assess and resolve the most complex data network problems and incidents.
• Lead and support efforts to resolve data network problems and incidents through root cause analysis and study of potential network deficits.

Requirements

Requirements of the level 2 position include the following:

• Bachelor\'s Degree in Information Systems, Computer Science, or related technical field; or equivalent work experience. (Typically 4 years of additional related, progressive work experience would be needed for candidates applying for this position who do not possess a Bachelor\'s degree. A minimum of 2 years additional directly related technical experience is required.)
• Three years of experience with voice and data networking or general telecommunications experience. Technical skills including programming, installation, configuration, and data base management.
• Strong analysis and design skills involving the ability to gather data on systems issues, define alternative approaches, assess business impact, recommend cost effective solutions, and develop and implement those solutions.
• Strong knowledge of current technologies, tools, applications, and vendors.
• Effective oral and written communication skills.
• Effective analytical and problem-solving skills.
• Ability to prioritize and handle multiple tasks and projects concurrently.

In addition to the above, the requirements of level 3 position require include the following:

• Five years of experience with data networking or general telecommunications experience. Technical skills including programming, installation, configuration, and data base management.
• Expert level analysis and design skills involving the ability to gather data on systems issues, define alternative approaches, assess business impact, recommend cost effective solutions, and develop and implement those solutions.
• Advanced knowledge of current technologies, tools, applications, and vendors
• Effective oral and written communication skills
• Effective analytical and problem-solving skills
