FUNCTION: The job of the Business Manager is to provide up-to-date fiscal information for reference, audit, and/or compliance; ensure appropriate revenues are generated, expenses are within budget limits, and fiscal practices are followed; to maintain accurate account balances and comply with related policies, practices and/or regulations; determine the feasibility of services within budget parameters; make recommendations regarding fiscal practices; maximize the use of funds.
ESSENTIAL DUTIES AND RESPONSIBILITIES
:
  • Provides leadership and supervision to the Business Office. Ensures that all accounting tasks are completed accurately and on time.
  • Conducts general ledger entries and analysis.
  • Coordinates accounting management for federal and state grant programs.
  • Provides and maintains adequate controls and safeguards over district assets.
  • Establishes and revises controls and accounting procedures for new and ongoing programs.
  • Accounts for district revenues and expenditures; reconciles ledgers to subsidiary records regularly.
  • Assists with annual budget preparation; monitors and forecasts district enrollment, revenues, and expenditures.
  • Interprets and applies the local budget law to the public budgeting process; provides budget support to the organization in preparing and monitoring the budget; implements position control systems in accordance with professional standards, policy, and law.
  • Prepares federal, state, and other reports as assigned.
  • Compiles budget documents and develop graphics to help communicate organization performance.
  • Gathers, collates, and helps analyze data for decision-making including budget development, board documents, meeting notices, etc.
  • Assists other district staff with business operations, training, and problem-solving.
  • Performs special projects assigned by the Director of Operations.
  • Prepares for and coordinates fiscal year-end financial audit.
  • Informs personnel regarding various procedures and program requirements for the purpose of providing necessary information for making decisions, taking appropriate action, and/or complying with established fiscal guidelines.
  • Instruct other accounting and payroll personnel for the purpose of informing them of current procedures.
  • Maintains various fiscal information, files, and records (e.g. accounts payable, accounts receivable, payroll, contracts, etc.) for the purpose of providing an up-to-date reference and audit trail for compliance.
  • Monitors fund balances of assigned programs and related financial activity for the purpose of ensuring that allocations are accurate, related revenues are generated, and expenses are within budget.
  • Assists in the preparation of budgets for special funds for the purpose of providing financial guidance and recommendations.
  • Prepares documentation for the purpose of providing written support and/or conveying information.
  • Provides training as needed to school, department, administrative, and business services staff.
  • Assists with the preparation, development, review, implementation, and maintenance of school and department budgets.
  • Monitors District\xe2\x80\x99s expenditures to assure compliance with adopted budget requirements.
  • Prepares and reviews budget adjustments.
  • Collaborates with Human Resources and grant managers to monitor and track staffing allocations and analyze budget variances.
  • Prepares account reconciliations to ensure the general ledger is balanced and reconciled to subsidiary asset and liability accounts and fund balances and bank accounts.
  • Prepares and reviews journal entries to record financial transactions.
  • Prepares or assists with various reports for the District and for federal, state, and other governmental agencies and meets quarterly annual, or other deadlines to ensure compliance with program, grant, or contract requirements.
  • Directs the financial reporting process.
  • Assures that necessary financial procedures are established and practiced to satisfy legal requirements and conform to sound management practice.
  • Coordinates the District\xe2\x80\x99s financial budget and control processes.
SUPERVISORY CONTROLS This position exercises the full range of supervisory duties for assigned staff in accordance with KFCS Board Policies, CBA, and applicable laws. Responsibilities include but are not limited to:
  • Establishing objectives and priorities, timelines, and resources.
  • Planning, assigning, directing, and reviewing work.
  • Appraising performance; rewarding and disciplining employees.
  • Addressing complaints and resolving problems.
  • Keep employees informed of management policies and goals.

JOB CONDITIONS

KNOWLEDGE, SKILLS, AND ABILITIES

Language Skills
  • Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Ability to write routine reports and correspondence.
  • Ability to speak effectively before groups of customers or employees of an organization.
Mathematical Skills
  • Ability to calculate figures and to interpret financial equations.
Other Skills and Abilities
  • Ability to establish and maintain effective working relationships with staff, and the school community.
  • Ability to speak clearly and concisely both in oral and written communication.
  • Ability to perform duties with awareness of all district requirements and Board of Education policies.

QUALIFICATION REQUIREMENTS:
  • Associate\xe2\x80\x99s degree (A. A.) or equivalent from a two-year college or technical school; or six years to ten years related experience and/or training; or equivalent combination of education and experience.
  • Two years of supervisory experience.
  • Computer experience with an emphasis on the use of Microsoft Word, Excel, and email; and work in a networked environment.
  • Must adhere to District COVID requirements.

SCHEDULE:

40 hrs. per week, Monday through Friday, 260-day work calendar.
SALARY/BENEFITS:
Annual $80,000 - $100,000 base; generous district contribution to health, dental, and vision insurance; district-paid employee PERS.
