The Prince George\'s County Office of the County Executive (CEX) is seeking an experienced professional to serve as the budget and fiscal coordinator for both the Office of the County Executive and the Office of Law. The position provides budget development and implementation support, works with considerable latitude and independent judgment to ensure that the agencies remain in compliance with fiscal policies, and provides prudent and sound fiscal management to ensure that the agencies remain within the authorized budget.

  • Can be trusted to act with considerable latitude and independent judgment, earning credibility with internal agency staff and staff in partner agencies, including the Office of Management and Budget (OMB), and the Office of Finance (OOF);
  • Requires minimal supervision but exercises appropriate discernment in assessing situations and knowing how to effectively prioritize competing tasks and matters; and
  • Values following a task through from start to finish and is willing to engage in any part of the process to ensure the task is completed.
Examples of Work:
  • Budget Coordination, including:
  • Preparing fiscal year budget in accordance with guidelines developed by OMB;
  • Serving as liaison to OMB in addressing issues regarding the budget request and expenditure analysis;
  • Preparing expenditure reports and executing journal entries, cost recoveries, and administrative reservations in accordance with OMB and OOF guidelines;
  • Monitoring expenditures compared to the approved budget to identify trends and any potential for overruns, as well as to ensure that they are charged to the correct fund/account/cost center; and
  • Providing regular reports to the Chief Administrative Officer and County Attorney, respectively, detailing actual expenditures-to-date, identifying any issues that need to be flagged for attention, and offering any recommendations that may be appropriate.
Fiscal Management, including:
  • Serving as liaison to OOF to address and troubleshoot issues related to accounts payable;
  • Maintaining ongoing awareness of operational expenses and coordinating with appropriate staff to ensure that vendors are paid in a prompt fashion that complies with established policies and procedures;
  • Reviewing and approving purchase order requests and accounts payable transactions in a timely and accurate fashion in accordance with established policies and procedures;
  • Troubleshooting payment issues and transactions, including prompt response to status requests from vendors; and
  • Supervising the maintenance of all financial records, budget control, and internal record keeping and signing financial documents required for normal business activities.
Serving as Agency Purchasing Card Coordinator for OCE, including:
  • Reviewing card expenditures to ensure that charges are accurately assigned to the appropriate fund/account/cost center; and
  • Reviewing and approving card transactions as part of the monthly reconciliation process in accordance with time deadlines established by OCS.
Budgetary and fiscal procurement oversight, including:
  • Serving as an approver for new purchase order requests and ensuring that they are compliant with all applicable policies and contain all necessary documentation;
  • Serving as a backup where necessary to utilize electronic systems to initiate new contract requests and obtain new purchase orders; and
  • Coordinating with programming and operational divisions to develop annual procurement forecasts
Contract Management for OCE, including:
  • Tracking all agency operating contracts, including monitoring of contract spend and term/expiration dates;
  • Coordinating with programming and divisional staff to proactively identify the need for additional funding and/or modification of contract terms to address agency needs; and
  • Reviews all operating contracts before the close of the fiscal year and consult with programming and divisional staff to determine necessary actions to prepare for the following fiscal year; and
  • For each contract that crosses a fiscal year, ensure that the purchase order for the upcoming fiscal year is obtained in a timely fashion to ensure that there is no delay in payment to vendors
  • Performs other duties as assigned, consistent with the specifications for this position, including, specifically attendance at training classes, or alternative career development activities to increase job competencies.
Qualifications

What You\'ll Need:

Bachelor\'s degree with major course work in liberal arts, one of the social sciences, or public or business administration.
  • Three (3) years of progressively responsible experience in government or business.
  • One (1) year of this experience should have involved the supervision of high-level administrative staff.
Additional Information

PREFERRED QUALIFICATIONS:

Bachelor\'s degree in finance, accounting, business or public administration, or a related field.

At least five (5) years of advanced level accounting, or full performance level auditing, or full-performance level budgeting experience planning, preparing, and maintaining departmental budgets.

Demonstrated proficiency in budgeting and financial data analysis and reporting.

Demonstrated proficiency with SAP budget and finance modules.

Demonstrated proficiency with SAP Ariba.

Demonstrated proficiency in the development of spreadsheets and reports using graphs and charts.

DURATION OF ELIGIBILITY: Candidates will be selected from a temporary register of eligible candidates, which will become effective approximately four (4) weeks after the closing date. Once a selection has been made, the register will expire.
