How your work would contribute to our organization and the Twin Cities region:

The Assistant Manager, Engineering Program will in collaboration with the Metropolitan Council Environmental Services (MCES) staff and the 111 communities that we serve, will ensure that community expectations are met as defined in the MCES Customer Level of Service. This position will have oversight of the allocation of flow volume for the Municipal Wastewater Charge, and preliminary planning for MCES capital projects which have significant community interest or impact. Duties will include Capital program support, contract oversight and administration, serving as the liaison between customer wastewater users and various groups and departments within the Council.

What you would do in this job

  • Recommend, develop and assist with the implementation of improvements to the MCES Capital programs.
  • Develop, draft and review agreements and legal contracts with other public and private entities.
  • Oversee the negotiation of legal contracts/agreements involving local municipalities, state agencies and public and private utilities.
  • Serve as the MCES liaison to Metropolitan Council Communications and Legislative Affairs regarding the MCES capital program and other division initiatives.
  • Evaluate effectiveness of capital project delivery with respect to planning, communications, construction coordination and equity.
  • Procure and manage contracted services for communication on capital projects and group programs when appropriate.
  • Review existing construction project communication practices and recommend improvements when necessary.
  • Oversee and support the evaluation of regional wastewater system capacity needs to provide the level of service as reflected in community comprehensive plans.
  • Oversee and coordinate the evaluation of projected service level needs as reflected in local community plans and determine the adequacy to accommodate that level of service in the existing regional wastewater collection treatment systems.
  • Oversee the calculation of the Municipal Wastewater Charge (MWC), which can require interpretation of data, problem solving, etc.
  • Represent the Council with regulatory agencies, local interests, neighborhood groups, communities, city, Metropolitan County, state, and federal governmental units, industrial user groups and other interested parties.
  • Support the efforts of the Planning section as directed by the Assistant General Manager.
What education and experience are required for this job (minimum qualifications)
  • Bachelor\'s degree in Engineering or a related field AND six (6) years of experience in customer service and capital programs WITH three (3) years of experience in a management, supervisory or lead role.
  • Registered as a Professional Engineer.
What additional skills and experience would be helpful in this job (desired qualifications):
  • Current experience within MCES.
  • Four years of experience in a management, supervisory or lead role is desired.
  • Strong knowledge and experience in reviewing, interpreting, and negotiating legal contracts and agreements involving local municipalities, state agencies and public and private sectors.
  • Knowledge of planning, communication and public works and management.
  • Thorough understanding of engineering principles related to wastewater system design and hydraulic capacity concepts.
  • Experience in communicating with stakeholders, elected officials, and the public in written and verbal form, including public speaking.
  • Demonstrated community relationship skills with experience in partnership building, community engagement, and/or stakeholder collaboration.
  • Demonstrated experience building relationships with diverse populations of internal and external stakeholders.

Full Salary Range: $43.08 - $69.92 hourly; $89,606 - $145,434 annually
*Salary is determined by the selected candidate\'s qualifications, our total compensation package, and internal pay structure.

What your work environment would be:
Work is performed in a standard office setting in downtown St. Paul. Some travel will be required between primary work site and other site offices and treatment plants in the Twin Cities Metropolitan area. Other work sites may not be accessible by public transit.
