Position Description

This is professional, managerial, technical, and administrative information technology work in the County Government. The position works closely with the Chief Information Officer and the OIT leadership team to provide excellent customer service, operational support and strategic technology direction.

Examples of Duties and Knowledge, Skills and Abilities

This position is responsible for assisting with the development, implementation, and support of OIT infrastructure to include client environments and server platforms to provide reliable and effective communications to all County stakeholders. This work involves assisting the Information Technology Chief with planning, directing, coordinating, and managing information systems for the County-wide data resources and technical client support services. An employee in this class of work serves as an organizational change agent for improving Project Portfolio Management (PPM) and agile maturity and practices to support organizational goals and strategies. Work includes developing roadmaps that meet the architecture and technology needs of the county; strong leadership to develop processes to transform delivery from traditional methodologies to agile and beyond; and defining and enabling the operational and cultural components that drive transformation and create sustainable IT maturity. The position assists with managing and directing enterprise-wide technical services to include all systems and server administration, E911 technical functions, database administration, computer devices and other technical infrastructure; assists with coordinating the management of County hardware platforms and operating systems for E911 technology, database administration, computer devices and other technical infrastructures; assist with coordinating the management operating systems legacy and windows servers VMWare, Hybrid and Public Cloud computing environments to provide optimum availability and reliability. An incumbent in this position assists with management and policies related to the Help Center; personal computer purchases and distribution; plans and coordinates system monitoring; supervises the technical staff for database and server administration; performs technical operations project management responsibilities; and develops business requirements specifications or request for proposal documentations. Work involves assisting with coordinating vendor activities and the use of innovative tools and technologies to include cloud application design and scalable deployment; designing, installing, configuring, monitoring, and maintaining systems sever, telecommunications, or systems hardware and software; analyzing hardware and software failures; analyzing connectivity, and monitoring systems and wireless network services to ensure user availability. Work includes the development of strategic plans for technical services and data resources hardware and software purchases, budget, and staffing.

EXAMPLES OF DUTIES AND KNOWLEDGE, SKILLS AND ABILITIES:

Assists the Information Technology Officer with establishing and executing the strategic long-term goals, policies, and procedures for the OIT Department.

Leads the identification and development of PMO roles, OIT team configurations and recruitment appropriate to deliver the agreed-upon goals and objectives.

Develops and lead an agile practice, putting in place the systems, processes, and ways of working to sustain a high-performing team.

Accountable to build and maintain the agile-at-scale competency and talent strategy at the OIT level with direct oversight of methodology guidelines and coaching.

Serves as project manager as necessary on complex technology initiatives and provide support throughout the product lifecycle.

Participates in the leadership of the Information Technology Services department by leading and developing a team of high-performing staff and team leaders.

Collaborates with leadership teams to create and maintain the mind-set and culture to embed continuous improvement.

Leads large-scale change initiatives to manage interdependencies and provide performance assurance through lean governance.

Ensures effective IT service delivery. Provide excellent customer service, adapting service support models to include interfacing with application service providers.

Works with the Information Technology Officer to develop and maintain operational and capital budgets.

Evaluates project requests and make recommendations for funding.

Manages and participate in committees, working groups in support of information technology initiatives.

KNOWLEDGE, ABILITIES, AND SKILLS

Extensive knowledge of principles, practices and procedures of IT Operations and concepts for Help Desk service, client computing environments, electronic communications platforms, and integrated network infrastructures.

Extensive knowledge of design, implementation, and management of computer operating systems to include hardware configuration and communication links.

Extensive knowledge of evaluation and tracking methods and statistical data analysis reporting methods.

Extensive knowledge of supervisory responsibilities, practices and principles.

Skill in IT operations design and implementation to lead technology teams in large work environment or cutting-edge start up in a relevant domain.

Skill in the installation, configuration, and optimization of equipment, hardware, and software and personal computing device configuration management.

Skill in technical data analysis, and budget planning for IT operational needs.

Ability to understand virtual networking technologies and technologies related to servers, virtualization environments such as Cloud, VMWare, SAN, and network devices.

Ability to prioritize, execute tasks, make sound decisions, and excel as a cross-functional technical leader in a large organization work with complex concepts.

Ability to plan, organize and supervise technical support functions; work independently and as team member.

Ability to communicate complex technical IT operational requirements orally and in writing.

Minimum Qualifications

A master\'s degree from an accredited college or university in information systems management, business or public administration, or a related field; and six or more years of experience in integrated information technology systems, including two or more years of supervisory experience.

Note: A master\'s degree from an accredited college or university in information systems management, business, or public administration, or a related field; may be substituted with a bachelor\'s degree and two additional years of experience in integrated information systems, for a combined total of eight (8) or more years of experience in integrated information technology systems.

Supplemental Qualifications

Preference will be given to:

1. Prior work experience in Government or Government Contracting.
