Position Description

This announcement is to fill a full-time position in the Office of Information Technology.

Under the direction of the Information Technology Officer, the Information Technology Operations Chief provides leadership and support services to ensure the secure operation of the County\'s computer systems, and technical servers. This is managerial, technical, and professional administrative work in planning, directing, coordinating, and managing information systems for the County-wide data resources and technical client support services including the Server Team, Help Center, PC Technicians, many types of end point devices, Public Safety Mobile PC\'s, and other technical equipment in a 24/7 work environment.

NATURE AND VARIETY OF WORK

This position is responsible for the development, implementation, and support of Information Technology Infrastructure to include client environments and both cloud, on premise, and SAAS server platforms to provide reliable and effective technology services to all County stakeholders. The position manages and directs enterprise-wide technical services to include all systems and server administration, E911 technical functions, database administration, PC\'s, mobile endpoints, and other technical infrastructure. Work involves coordinating the management of County hardware platforms and operating systems for E911 Computer Aided Dispatch operations, Windows servers, VM\'s, Hybrid and Public Cloud computing environments in addition to legacy systems to provide optimum availability and reliability. An incumbent in this position manages the Help Center; personal computer purchases and distribution; plans and coordinates system patching and monitoring; supervises the technical staff for database and server administration; performs technical operations project management responsibilities; and develops business requirements specifications or request for proposal documentations. Work involves coordinating vendor activities and the use of innovative tools and technologies to include the intersection of cloud application design and scalable deployment; designing, installing, configuring, monitoring, and maintaining systems sever, telecommunications, or systems hardware and software; analyzing and correcting hardware and software failures; troubleshooting connectivity issues, and monitoring systems and wireless network services to ensure user availability. Work includes the development of strategic plans for technical services and data resources hardware and software purchases, budget, and staffing.

Examples of Duties and Knowledge, Skills and Abilities

Manage and direct employees responsible for customer service, Help Desk administration, and telecommunication systems administration.

Represent the County in interagency initiatives focusing on technical issues; collaborates with outside agencies on technical environment

County issues; manage projects for new systems implementations and infrastructure enhancements.

Develop IT operating policies that support and reinforce established standards and methodologies.

Participate as senior member of the IT management team in driving the creation and management of innovative cloud-based applications for the enterprise and consults the with management team and customers to analyze IT operational needs.

Manage and set priorities for the design, configuration, standardization, maintenance, development, and evaluation of all infrastructure systems servers

Supervise, facilitate, and coordinate the development and refinement of the technical support and data resources projects; participate in the appointment of personnel; and ensure appropriate staff training is provided to meet the needs of the organization.

Develop, manage, and monitor project budgets and plans for data management resources and vendor activities; define performance measurements and reporting standards; and manage improvements.

Lead team of technical experts in secure scalable server design, implementation and operations. Utilize available technical resources and tools to configure secure cloud server environments.

Establish, evaluate and maintain standards and methodologies, configuration management, licensing compliance; and business continuity readiness for client support services and data resources delivery.

Manage third party service providers and the procurement of complex systems through the development of specifications, bid preparation, bid response evaluation and the administration of contracts.

Develop, maintain and test IT Operations Disaster Recovery and COOP Plans.

Performs related duties as required.

KNOWLEDGE, SKILLS, AND ABILITIES

Extensive knowledge of principles, practices and procedures of IT Operations and concepts for Help Desk customer service, endpoint management, communications platforms, and network infrastructure.

Extensive knowledge of design, implementation, and management of systems to include hardware and software configuration as well as connectivity and accessibility.

Extensive knowledge of evaluation and data analytics reporting methods.

Extensive knowledge of supervisory responsibilities, practices and principles.

Skill in IT operations design and implementation to lead technology teams.

Skill in the installation, configuration, and optimization of equipment, hardware, and software and endpoints configuration management.

Skill in technology management analysis and budget planning for IT operational needs.

Ability to understand virtual networking technologies and technologies related to servers, virtualization environments such as Cloud, VMWare, and legacy systems.

Ability to prioritize, execute tasks, make sound decisions, and excel as a cross-functional technical leader in a large organization.

Ability to plan, organize and supervise technical support functions; work independently and as team member.

Ability to communicate complex technical IT operational requirements effectively to various types of audiences.

Minimum Qualifications

Graduation from an accredited four-year college or university with major course work in computer programming or a related field. Six (6) or more years of experience with information technology operations and infrastructure; six (6) or more years of experience in WAN/LAN multiple server systems administration, information processing, telecommunications, and troubleshooting Internet issues; six (6) or more years of supervisory experience; and a valid non-commercial Class C motor vehicle operator\'s license.

Please Note: The six (6) or more years of experience in WAN/LAN multiple server systems administration, information processing, telecommunications, and troubleshooting Internet issues may be substituted with six (6) or more years of experience with server clusters systems administration and troubleshooting.

Supplemental Qualifications

Preference will be given to candidates who possess the following requirements for this position:

- Demonstrated experience in deployed and supporting VOIP technologies

- ITIL Experience

- Manage and coordinate Disaster Recovery Plans and Activities for Multiple Information Systems(including Microsoft SQL, IBM legacy technologies using cloud backup technologies)

- Manage and Maintain facility resources such as AC and Power requirement

- Experience with all Google business applications to include GoogleDocs and Mail
