PURPOSE OF POSITION

The Asset Management Analyst supports Tacoma Housing Authority\'s strategic and operational objectives by serving as a key member in the oversight of THA\'s self-managed affordable housing portfolio for the Asset Management and Real Estate Development team. This position documents and analyzes the operating and financial performance of affordable housing properties by maintaining the asset management database, analyzing performance and trends, and preparing reports. The Asset Management Analyst will also conduct research on potential real estate transactions and assist with the transactions of acquisitions and disposition of real estate as needed to support Asset Manager.

Examples of Duties

ESSENTIAL DUTIES AND RESPONSIBILITIES

ASSET MANAGEMENT AND REAL ESTATE DEVELOPMENT
  • Work with Finance and Property Management to develop and administer the agency\'s overall Asset Management goals, objectives, and procedures, prepare individual asset management plans for each THA managed property, including long-term capital needs and financing strategies.
  • Participate in the transaction process for new properties including hand-offs to property management, charting compliance milestones, performance metrics, and proformas into asset management data and management systems. Map compliance charts, tables, and quality control measures for investment properties based on the lender, investor, and HUD regulatory agreements.
  • Assist to build agendas, take meeting minutes documenting agreements and decisions; participate in due diligence process for property acquisitions, and prepare reports and recommendations.
  • Prepare correspondence to owners, lenders, and investors as needed.
  • Collect and analyze federal, state, local affordable housing rent standards, utility allowances, and income levels.
  • Collect, analyze, trend, and compare operating costs for multifamily, affordable housing property industry.
  • Perform special projects and analysis as assigned.
  • As a key team member, perform multiple tasks, reports, and analysis related to resyndications of tax credit properties.
PROPERTY MANAGEMENT OVERSIGHT
  • Collaborate on property management operations to ensure optimum performance, evaluate property management and service provider performance, and recommend corrective action as required, compile data and present reports.
  • Monitor occupancy levels in THA\'s housing assets and comparable units to ensure a continued awareness of market trends/ aid property managers in identifying and resolving occupancy issues, maintenance issues to ensure they are resolved in a timely and cost-effective manner.
  • Review monthly reports and financial statements for each property, analyze performance against annual operating budget, ensure variances are researched to determine reasons for discrepancies, recommend and initiate operational changes to meet performance projections.
  • Work with Finance, Property Management as necessary to communicate with investors and gain approvals for capital improvement expenses.
ANALYSIS AND REPORTING
  • Develop and maintain reporting mechanisms for staff to monitor and report on operational and financial performance of housing assets.
  • Compile and present a variety of reports including market trends, unit comparability, feasibility studies, annual operating budgets, and related reports. Develop and distribute periodic asset management reports to investors, senior staff, the Executive Director, the Board of Commissioners, and outside partners.
  • Receive and review reports given to the Asset Management Committee regarding maintenance and capital improvement projects.
  • Analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals.
  • Provide data and analysis in effective, understandable and \xe2\x80\x9cdecision-ready\xe2\x80\x9d formats.

Typical Qualifications

EDUCATIONAL LEVEL AND EXPERIENCE
  • Associates degree with emphasis in business or accounting. Bachelor\'s degree in finance, real estate, or related field is preferred. Directly relevant experience will be considered in lieu of required degree.
  • Two years\' experience in real estate development or property management.
  • Demonstrated experience in producing financial proformas, spreadsheets, budgets, and financial reports.
  • Affordable housing experience is preferred.
CERTIFICATION/REGISTRATIONS
  • Depending upon assignment, a WA driver\'s license with acceptable driving record and auto insurance may be required.
  • Asset Management Specialist certificate or ability to obtain certification within four months of hire.

  • Show strong commitment to maintain confidentiality in all assignments as directed.
  • Possess a high degree of proficiency in agency software products, including Word, Excel, and Outlook and otherwise to be effective without close clerical support.

This position requires working regularly within THA\'s offices. The job\'s activities occur primarily in indoor office settings:

WORK ARRANGEMENT OPTIONS
All employees have a 120-day probationary period that starts on the 1st day of employment in the position. During this time, employees will train, onboard, and perform their work in-person/in-office. Depending on the position and as approved by the manager, employees may have an option to work a hybrid schedule (part remote, part in-person) once they successfully pass probation.
