Essential Functions
include the following. Duties and responsibilities, as required by business necessity may be added, deleted, or changed at any time at the discretion of management, formally or informally, either verbally or in writing. Schedule and shift assignments and work location may be changed at any time, as required by business necessity.
1. Identifies and locates property parcels from plats, maps, and legal descriptions
2. Collects data for residential and agricultural properties, determining size, types of structure, and materials used
3. Maintains real property records, including sketches and plot plans, for inspections of residential and agricultural properties
4. Schedules hearing appointments for personal property, prepares hearing files, and performs necessary steps to make required adjustments and finalize hearings
5. Maintains taxpayer address database
6. Values and records personal property assets following state guidelines
7. Prepares renditions of personal property assessments as well as valuations and explains valuations of personal property and methods used to achieve valuations
8. Prepares changes to personal property valuation through the addition and abatement process
9. Performs research activities for department and compiles data and information
10. Answers telephones, assists public, and directs inquires to appropriate personnel
11. Types correspondence, files and prepares bulk mailings
12. Enforces and maintains compliance with all federal, state, and local laws and ordinances
13. Performs other duties as assigned or deemed necessary
14. Complies with all organizational and departmental policies and procedures
15. Operates all job-related equipment, machinery, tools, and other aids as required or needed
16. Protects and maintains any confidential information, whether oral, written, or electronic
Position Requirements:
1. High school diploma or other equivalent
Certifications / Licenses:
Valid driver's license
Complete introductory property valuation courses pertaining to oil, personal property, residential/agricultural real estate and sales file development within two years of hire date
Skills/Knowledge/Abilities:
1. Knowledge of general office procedures to include but not limited to typing, filing, and answering the telephone
2. Skills to interpret state statutes and property tax deadlines
3. Ability to determine the accuracy and completeness of documentation submitted by taxpayers
4. Excellent time management skills and ability to multi-task and prioritize work
5. Ability to fulfill all duties with minimal supervision and to work independently
6. Assess situations rapidly and make logical decisions in a timely manner
7. Analyze facts and exercise sound judgment
8. Ability to effectively manage projects and multiple priorities simultaneously
9. Strong written and verbal communication skills
10. Problem solving and critical thinking skills
11. Strong math, spelling, computer, and calculator abilities
