The Agency of Digital Services provides data services to agencies across the State of Vermont and solutions for all sectors within the executive branch. We seek to empower our partners with the data they need to make informed decisions and achieve their goals. We are looking for a Director of Data Services to join our team and oversee our data operations and projects.

As Director of Data Services, you will:

  • Lead a team of data experts and oversee all data operations and projects
  • Develop the State\'s next generation of data platform, developing a team to support the State\'s future lakehouse-powered analytical environment
  • Work with key decision makers and stakeholders to provide data services and solutions that meet their needs and goals
  • Establish and maintain data standards, policies, procedures, and best practices
  • Create and manage data dashboards, metrics, and KPIs
  • Communicate and collaborate with data partners and teams
  • Organize and conduct data meetings and trainings
  • Perform other data-related duties as required
In additional to general technical skills, ideal candidates will also have:
  • Advanced knowledge and skills surrounding data integrity and standardization
  • Experience developing Data Management Practices and Procedures including Data Governance, Metadata, Data Quality, and Master Data
  • Experience with modern data management tools and patterns
  • Experience leading data stewardship environments
  • Experience compiling recommendations analyzing, and reviewing complex organizational and procedural problems
  • Experience in a regulatory-constrained environment working with federal statutes governing data management and sharing.
  • Supervisory and team building experience
  • Knowledge of Business Intelligence and Visualization Tools such as Power BI
  • Knowledge of Data Architecture and Data Engineering
  • Knowledge of Business Process Management
  • Knowledge of database development, design, and deployment practices
  • Knowledge of the procedures and methods required to conduct needs assessments, design, and analysis of information systems and database performance indicators
  • Ability to translate user requirements into a successful information processing application.
  • Excellent listening, interpersonal, written, and oral communication skills.
  • Ability to manage multi-department projects in a collaborative manner
  • Ability to establish and maintain effective working relationships

Environmental Factors

Duties are performed primarily in a standard office setting, but with significant travel to a variety of meetings, for which private means of transportation must be available. Some work outside of normal office hours may be required.

Minimum Qualifications

Eight (8) or more years of experience in data science, data analysis, geospatial analysis (GIS), data quality management, IT program/project management or IT policy development.

OR

Four (4) or more years as an IT or data sciences manager, in a supervisory role.

Preferred Qualifications

Bachelors degree or higher in the field of data science, data analysis, geospatial analysis, data quality management, project/program management, program, or policy development.
