Qualifications

MINIMUM QUALIFICATIONS:

Three years of experience in which clerical work was a major duty.

SUBSTITUTIONS:

Training in a business or clerical-related curriculum in a business school or technical institute will substitute for the required experience on the basis of six months of training for six months of experience for a maximum of one year of the required experience.

Completion of a business or clerical-related curriculum in a business school or technical institute will substitute for a maximum of one year of the required experience.

College training will substitute for the required experience on the basis of 15 semester hours for six months of experience.

NOTE:

Business or technical school training with less than completion will only be credited in six month increments. Similarly, college training will only be credited in 15 semester hour increments.

NOTE: Any college hours or degree must be from an accredited college or university.

Knowledge and Skills:
This full-time position serves as Administrative Support to the Enforcement/Compliance Department. This position performs complex, often specialized, paraprofessional duties that require independent judgment. The work also requires individual discretion in the application of policies and procedures. Duties increase in scope and complexity, and consist mainly of departmental-program duties.
Knowledge of secretarial and office procedures, telephone procedures and application of related skills; of spelling, punctuation, grammar and basic arithmetic; of typewriting and word processing using text and file operations (e.g., Microsoft Word); Excel software; CAVU and/or Thentia Cloud database software; of State Administrative Procedure, Louisiana Accountancy Act statutes (La. Rev. Stat. \xc2\xa737:71 et seq.), Board rules and regulations (La. Admin. Code \xc2\xa746:XIX); of Board policies and procedures; knowledge of investigative techniques and procedures is helpful; ability to communicate orally and in written form in a professional manner. Exercise of judgment and initiative to determine the approach or action to take in non-routine situations.

Duties and Responsibilities:
60% Monitors CPE Compliance on an annual basis, including accepting and reviewing CPE reporting forms, entering CPE data into database, performing CPE Audits on an annual basis, filing paper CPE forms in the file room and/or digitally and mastering the CPE Rules; prepares and maintains complete file on each active investigation; develops and maintains chronological summary of each investigative file; monitors costs of investigating each case and maintain up-to-date cost report for each file; files all investigative cases as needed; Assists in investigations of alleged rule and statute violations; helps to manage investigations and related activities; receives and reviews complaints or referrals from various sources by phone, mail, or other means related to potential violations of accountancy law and regulations; gather facts and data through written correspondence and oral interviews; analyzes evidence and reports findings to supervisor and/or Board Member (who serves as Investigating Officer); apprises supervisor and/or Board Member(s) of developments in all investigative matters to which they are assigned; and Utilizes software database system for administration of complaints, investigations and CPE compliance.

30% Serves as support to the Enforcement/Compliance Department, specifically as a direct support role for the Compliance Investigator and Director of Compliance. Drafts and reviews correspondence and receives telephone calls related to the most sensitive and confidential matters. Determines and assembles data, and composes special reports, periodic correspondence, or production reports. Assists in and occasionally drafts and prepares legal documents and official Board correspondence, Notices, and Orders for review by supervisor as may be necessary, as follows:
(1) Administrative Complaints, for the Board\'s investigative matters that
result in hearings, including alleged facts and alleged violations,
(2) Final Decisions issued by the Board, including findings of fact, conclusions of law, and Board Orders,
(3) Consent Orders and Consent Agreements for the Board, entered into with CPAs in lieu of formal administrative proceedings,
(4) Subpoenas issued by the Board,
(5) Cease and Desist Orders authorized by the Board,
(6) Exhibits to be presented at Board hearings in accordance with administrative law,
(7) Determinations concerning CPA exam candidates who were indicted or convicted
(8) Letters regarding Board disposition of investigations to complainants and respondents when cases are closed, and
(9) Prepare notices for publication of Board Decisions after Administrative Hearings; prepares summary of facts and Board disposition for publication, as directed by the supervisor and the Board.

10% Assists in the preparation of the agenda of the Executive Session of Board Meetings wherein the Board considers investigations and alleged rule violations, for review by supervisor; Prepares materials needed for meetings, such as agendas, handouts, binders, etc.; May attend meetings and transcribe minutes. Assists in collection of fines and payment of Board costs assessed against CPAs; Assists with deposit of, and proper preparation of deposit sheets and other forms as may be necessary for deposit of fines and payments of Board costs to the accounting department; assists in maintaining report of currently outstanding payments of Board costs and fines assessed against CPAs, noting names, amounts and dates due, etc., maintains report of Board costs and fines that were paid by CPAs, and prepares the report to the Board for executive session of regularly scheduled Board Meetings. Keeps abreast of Board policies, procedures, and interpretations and determine how they apply to current investigations and alleged rule and statute violations; Monitor changes to Board rules, regulations, and the Accountancy statutes; Comply with the provisions of the Louisiana Administrative Procedures Act. Performs special projects or other duties as may be assigned by the Executive Director or Deputy Director. Monitors court cases, involving appeals of Board Decisions or enforcement of Board Orders.
