Hennepin County\'s Environment and Energy department is seeking an Administrative Assistant, Intermediate. This position will provide administrative support to the Solid Waste and Energy division by providing oversight to expenditures of the Hennepin Energy Recovery Center (HERC) operating company that are \xe2\x80\x9cpassed through\xe2\x80\x9d to Environment and Energy (E&E). This position reviews and recommends approval of operations/maintenance and capital expense invoices submitted to E&E by the operator.

Location and hours:
This position is hybrid and will be performed both on-site at HERC located at 505 6th Avenue North, Minneapolis, MN 55405, and remote as job duties require. Work hours will be Monday through Friday, with typical hours of 8 a.m. to 4:30 p.m. While this position is designated as hybrid, based on current requirements hires must reside in or relocate to Minnesota or Wisconsin.

In this position, you will:

  • Review and monitor all business transactions related to operating the waste-to-energy facility and confers with the operator about allowable pass-through expenditures and advises the operator of the requirements of the Management, Operation, and Maintenance Agreement (MOMA) between the operator and E&E.
  • Track relevant metrics of facility operation, tracks physical inventory, reconciles hourly electrical revenue, manages renewable energy credit contracts and transactions, and manages construction and maintenance projects.
  • Interacts daily with the operator through attendance and participation in meetings related to work orders, project management, outage management, and facility operations.
  • Oversee Accounts Payable Purchase orders, Requisitions, and Payments related to the facility.
  • Review of Request for Proposals (RFP) responses, technical recovery plan review, approval of purchase orders over $5,000, and other tasks related to the operation of the facility.
  • Aid with HERC tours, odor patrol, and special projects.
  • Provide administrative support to the Hennepin County Energy Center, review and prepare RFPs, and contract preparation and administering.
Need to have:
  • One of the following:
  • Six or more years of experience in general administrative work relating to the management of departmental/organizational operations or in a specialty area appropriate to the position.
  • Bachelor\'s degree or higher in environmental education, environmental studies, education, communications, public relations, psychology and behavior science, public administration, or other field appropriate to the position and two years or more of experience in general administrative work relating to the management of departmental/organizational operations or in a specialty area appropriate to the position.

  • Creating contracts in APEX and reports for various audiences.
  • Researching, reviewing, researching, and making determinations on policies and procedures.
  • Budgeting and financial planning.
  • Drafting and developing plans for program modifications and implementation.
  • Using Microsoft Office Suite and/or other similar applications to create reports, spreadsheets, presentations, etc.
  • Providing business and technical support to staff.
  • Developing, implementing, and administering training to staff.
  • Ability to:
  • Establish and maintain effective working relationships with internal and external customers.
  • Perform general administrative work.
  • Investigate and resolve complaints.
  • Read and interpret policies, procedures, laws, and regulations.
  • Knowledge of:
  • Administrative principles and practices relating to the management of department operations.
  • Policy and procedure recommendations and implementations related to solid waste ordinances.
