The Behavioral Health area of Health and Human Services is seeking a Program Manager to lead and expand the Youth Justice Behavioral Health Initiative, integrating it into existing Behavioral Health structures of the Certified Community Behavioral Health Clinic (CCBHC). This role will advance the strategic priority of developing and managing culturally responsive services for youth and families involved in the justice system, support teams providing behavioral health services to transition-age young adults, and oversee the coordination of Children's Therapeutic Services and Supports (CTSS) and Targeted Case Management (TCM). In addition, this position will play a key role in aligning services under the CCBHC model and ensure these services are integrated into a comprehensive continuum of care that meets the needs of youth and young adults with complex behavioral health needs, particularly those involved in or at risk of involvement in the justice system.


Behavioral Health is an innovative and growing service area within Hennepin County's Human Services department. We provide a wide range of mental health and substance use services to residents, including children, adults, and individuals involved in the criminal justice system. Our team includes over 230 staff--social workers, psychologists, program managers, supervisors, planners, and others--working collaboratively to achieve system goals of expanded access, upstream support, and person-centered care.

Location and hours:



This position is hybrid and will be performed both on-site at the South Hennepin County Human Service Center at 2215 East Lake Street, Minneapolis, MN 55407 and various department buildings, and remote as job duties require. Work hours will be Monday through Friday, with typical hours of 8 a.m. to 6 p.m. While this position is designated as hybrid, based on current requirements hires must reside in or relocate to Minnesota or Wisconsin.

In this position, you will:

Lead program evaluation and use data to drive continuous quality improvement. Coordinate engagement with parents, youth, providers, and key internal and external stakeholders, using a system of care framework to guide service delivery and improvement efforts. Lead and continue to develop all aspects of the Youth Justice Behavioral Health Initiative, including phased implementation, community engagement, program design, and staff management Manage the Transition Age Young Adult (TAYA) team and support the expansion of services. Provide leadership and guidance to supervisors overseeing CTSS, TCM, and TAYA programs. Develop and coordinate program evaluation and continuous quality improvement (CQI) initiatives for all programs, contracts, and services within scope of responsibility. Contribute to budget development and resource allocation to ensure fiscal responsibility, revenue maximization, and disparity reduction. Lead staff through transformational and cultural shifts to implement service delivery changes that addresses disparities among residents. Guide the integration of best practices across programs, including the use of the Racial Equity Impact Tool, continuous quality improvement, race-based outcome monitoring, data-driven decision-making, systems of care, and person-centered approaches. Select, train, coach, and evaluate supervisors to strengthen their skills and track progress toward measurable goals, enhancing the Behavioral Health service array for residents. Need to have:



One of the following:Seven years or more of supervisory experience in an area related to the position. A bachelor's degree in behavioral/social science, business administration, criminal justice, public administration, public health, social work, and/or a related field

and

three years or more of supervisory experience in an area related to the position. A master's degree or higher in one of the above fields

and

two years or more of supervisory experience in an area related to the position.

+ Collecting and analyzing data to develop, achieve, and evaluate program goals.
+ Using software and databases to pull and present data, including Excel, Social Services Information System (SSIS), PowerPoint, and Power BI.
+ Carrying out change management to ensure adoption of new processes in service of stronger business practices.
+ Creating and presenting complex information in large and small group settings in plain language.
+ Leading committees, projects, and/or teams about reform and organizational change.
Knowledge of: + Evidenced based and promising practices in behavioral health and juvenile justice.
+ Causes of disparities due to structural barriers and mechanisms.
Ability to: + Learn to understand and anticipate the barriers to similar initiatives.
+ Plan and direct the work of others; develop effective interpersonal relationships.
+ Develop programs and procedures; design and implement administrative methods and techniques.
+ Identify and create responses to eliminate disparities at various decision points.
+ Collaborate effectively with diverse served individuals, communities, and stakeholders.
Knowledge and ability to successfully apply diversity, equity, and inclusion best practices in efforts to reduce racial inequities and racial disparities.
