Education: Required: Bachelor\xe2\x80\x99s Degree from an accredited university, preferably in one of the following areas: social work, psychology, counseling, sociology, criminal justice, or related Human Services field.

Experience: Required: A minimum of three (3) years\xe2\x80\x99 experience working with youth. At least one year experience working with foster or at-risk youth and crisis intervention.

Supervises: None

Summary: The Advocate is responsible for using sound professional judgement and best practices to ensure quality services are provided to the service population especially in crises situations while maintaining compliance with established state and federal standards.

Essential Functions:
1. Provides mentor-like relationship for youth enrolled in program.
2. Facilitates youth regulation skill-building using evidence-based practices.
3. Promotes job retention, including troubleshooting challenges at work with program youth.
4. Provides mentorship regarding safe relationships.
5. Facilitates ongoing group support for youth to promote healthy and safe relationships with peers.
6. Provides career coaching and administers assessment tools.
7. Independently coordinate referrals, service planning and documentation of services for assigned caseload.
8. Provide comprehensive, trauma-informed service and safety planning, including immediate risk reduction and short-term therapeutic interventions.
9. Act as a liaison with stakeholders, including BCFS HHS programs, employers, legal providers, and others, and ensure both program and local protocol are followed.
10. Accept crisis calls and provide support to youth in crisis.
11. Meet all deadlines required by program supervisor and federal partners.
12. Participate in weekly supervision with position supervisor.
13. Report any suspected abuse or neglect to the program director and all appropriate state and county enforcement agencies.
14. Attend and participate in: staff meetings, in-service trainings and ConnectEd events.
15. Frequently travel within Bexar County to provide services to youth.
16. Meet all deadlines required by program supervisor and state/federal partners.
17. Knowledgeable in all areas of training curriculum, crisis management, and curriculum development.
18. Excellent interpersonal and problem-solving skills; and ability to relate to a wide range of issues, people and institutions.
19. Ability to establish and maintain effective, professional working relationships with other employees, staff, and the public.
20. Advanced knowledge of Microsoft Office: Word, PowerPoint, Excel, and Outlook.
21. Seeks community resources to enhance ConnectEd training services.
22. Supports other program/agency services as needed.

Measurable Deliverables:
1. Meet all federal and state regulatory guidelines and standards that are applicable to this position.
2. Maintain a caseload in accordance with agency policies and procedures and licensing and contract standards.
3. Participate in workshops, seminars, education programs and other activities that promote professional growth and development.
4. Maintain a minimum number of daily or weekly contacts with youth.
5. Continually assess ongoing changes in behavior, circumstances or conditions that may affect youth\xe2\x80\x99s safety. Assessment must be child-focused, trauma-informed, and meet program quality expectations.
6. Provide family preservation interventions, including comprehensive safety planning and clinically-informed stabilization planning.
7. Ensure immediate responsiveness for all referrals and crises for assigned caseload.
8. Engage and involve youth in the casework process.
9. Document progress that youth make toward achievement of service goals, healthy relationships, and positive outcomes.
10. Meet all documentation expectations within the program-required timelines.
11. Comply with immediate reporting and response requirements for safety-related case issues in the field.
12. Compile, prepare, submit and maintain accurate records, files, forms, statistics and additional information in accordance with agency policies, licensing and/or contract requirements.
13. Transport clients, when needed, according to program protocol.
14. Continuously evaluate, develop, and strengthen the quality of rapport with assigned clients.
15. Unfailingly commit to acting in the youth\xe2\x80\x99s best interest, including supporting the youth\xe2\x80\x99s relationships with community members and stakeholders.
16. Participate in community meetings and actively communicate with stakeholders as required to ensure services are in place.
17. Work evenings, weekends and holidays as needed or requested by position supervisor.
18. Implement BCFS and program safety protocols including evacuating with children and other staff in case of an emergency.
19. Maintain confidentiality in all areas of the service population and program operations.
20. Maintain BCFS professional and ethical standards of conduct outlined in BCFS employee handbook including demonstrating respect for agency staff, the service population, and community members and complying with required dress code at all times.

Credentials, Skills and Abilities:
1. Maintain current licenses and certificates required for the position including but not limited to:

2. Ability to manage time and complete tasks by assigned deadlines.
3. Advanced proficiency utilizing personal computers, including Microsoft Word and Excel,
understanding; experience developing and managing spreadsheets; a working knowledge of computer data entry and retrieval.
4. Maintain BCFS HHS professional and ethical standards of conduct outlined in BCFS policy and procedure manual.
5. Valid Texas Driver\xe2\x80\x99s license with a clear driving record and reliable transportation.
6. Pass a pre-employment drug screen and random drug screens and maintain emotional control and professional composure at all times.
7. Provide proof or work eligibility status upon request.
8. Pass a pre-employment and biennial criminal background and motor vehicle check (fingerprints needed if applicant has lived out of state within the past 5 years)
9. Strong verbal and written communication skills. Ability to take initiative and communicate needs to supervisor while providing insight and recommendations to improve programming.
10. Demonstrate the ability to:
a. Respond sensitively and competently to the service population\xe2\x80\x99s cultural and socioeconomic characteristics.
b. Communicate effectively in writing and verbally in English.
c. Work in a fast paced environment.
d. Maintain computer literacy required to meet the responsibilities of the position.
e. Work effectively and without intensive supervision both independently and as a member of a multidisciplinary team.
f. Travel as needed.
g. Manage time effectively and efficiently.
11. Bilingual preferred (Spanish)
