Job Description




This position functions as the primary Field Supervisor for one or more construction crews assigned to the Repair Program within the Sewer Maintenance Division. Crews within this program are tasked with repairing deficiencies found within the sanitary sewer collection system, as well as responding to emergency calls. Incumbents provide direct crew supervision, jobsite planning, resource allocation/coordination, emergency call response investigation, and work documentation functions.

This position carries with it an on-call requirement which includes 8 hours of paid standby time per on-call week, plus the potential to earn overtime pay at 1.5 times the normal hourly rate for hours worked over 40.

We are recruiting for two locations. These positions will report to the South Raleigh Operation Center, located at 5380 Raynor Rd, Garner NC 27529 or the East Raleigh Operation Center, located at 1715 Wendell Blvd, Wendell NC 27591.

Duties and Responsibilities
  • Serve as the first level supervisor for labor and equipment operator staff, by assigning work and monitoring work completion.
  • Performs oversight of skilled and semi-skilled maintenance workers supporting City department(s) or maintenance functions; Guides staff in the selection of proper maintenance tools and equipment for tasks; Ensures work is performed following established safety policies and procedures and applicable codes and regulations.
  • Assist with general supervision and personnel functions of direct reports, to include hiring, promotions, transfers, disciplinary actions, termination, and performance evaluation activities.
  • Perform quality assurance checks on completed work and electronic work orders.
  • Assist with training new and current employees on work processes, safety procedures, and other necessary work tasks.
  • Conduct work notification to affected customers prior to work commencement. Follow up with customers regarding various work-related issues or concerns.
  • Mark work areas and submit utility locate requests via the NC 811 system.
  • Direct oversight and guidance of heavy equipment operators who excavate sanitary sewer mains, manholes, and other appurtenances within the public right of way, in close proximity to adjacent utilities.
  • Plans, monitors and reviews daily work activities. Monitors inventory, resources and materials needs; initiates orders for resources based on requirements; may work with contract workers and trade specialists by scheduling and coordinating repairs and maintenance services.
  • Work is conducted in both indoors and outdoors environments. Work conducted outdoors may be in close proximity to heavy equipment, vehicle traffic, and open excavations.
  • Oversee setup/teardown of traffic control work zones and various safety equipment including trench boxes, hydraulic shoring, and confined space equipment. Monitors such work to ensure applicable rules and regulations are followed.
  • Instruct staff completing various manual labor tasks such as cutting asphalt streets or concrete sidewalks, hand digging to locate buried utilities, loading/unloading heavy equipment, using gas powered saws to cut and remove damaged sewer pipes, installation of new sewer pipes/fittings, replacement of sewer manhole rings/covers, backfilling excavations, work site cleanup, materials hauling/disposal, and additional site restoration activities.
  • Document work progress and complete electronic work orders.
  • Respond to customer generated calls and investigate reports of issues to determine appropriate corrective actions.
  • Provide support to the City\'s emergency response in the event of inclement weather, to include support for debris cleanup after severe storms or snow and ice response for Division facilities.
  • May fill in for assigned Utilities Crew Supervisor during absences or vacancies.
  • May be required to perform special tasks during emergency and disaster events.
  • Must be able to work call duty and work after hours and on weekends/holidays on a rotating basis.
Typical Qualifications

Education and Experience:
High School Diploma or GED and four years of maintenance experience.

OR

An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation.

Licensing/Certifications:
  • Valid North Carolina Class C Driver\'s License with a satisfactory driving record, or ability to obtain within 30 days of hire.
  • Valid North Carolina Class A Commercial Driver\'s License with a satisfactory driving
  • record, or ability to obtain within 45 days of hire.NC WPCSOCC Collection System
  • Operator Certification Grade I or ability to obtain within 1 year of hire.
  • Collection Grade II preferred.
Preferred experience related to the fields listed below:
  • Construction: grading, storm drain, site work, builder, plumber, any utility construction (including fiber installation), road construction
  • Landscaping: installer, maintenance, irrigation
  • Mechanic: heavy equipment, HVAC, hydraulic systems
  • Farming: manual labor, equipment operating
  • Moving Company: labor, truck driver
  • General Municipal Worker: utility inspector
  • Tech School Student: mechanical
  • Firefighter: full or part-time

Working Conditions:
