TITLE: TRIAL COURT OPERATIONS MANAGER

JOB SUMMARY

Under the supervision of the Friend of the Court Director, plans, assigns, supervises, reviews, and evaluates the work of staff providing case management and operational support to the office. Provides expert assistance to the Director, FOC Supervisors, and administrative support staff regarding case management, operations, and performance measures. Performs related work as assigned.

EXAMPLES OF DUTIES

Essential Duties:

In conjunction with the FOC Director, plans, organizes, assigns, directs, reviews, and evaluates the work of assigned staff. Selects personnel and provides for their training and professional development. Responsible for coaching, discipline, and annual employee evaluations. Interprets applicable laws and regulations, and county policies to subordinates.



Monitors and ensures compliance with IV-D Cooperative Reimbursement grant funding (specific to case management). Proactively adopts, educates, and informs staff of changes and modifications to specific job functions that impact grant funding.



Develops, implements, and proposes policies and procedures focused on improving services to ensure operations are in compliance with applicable statutes and court rules.



Develops and implements goals, objectives, policies, procedures, and work standards for the operations department.



Manages or assists with one or more aspects of ongoing division projects.



Provides information to the public, attorneys, or county staff in person or over the telephones that requires knowledge of county or departmental activities and functions, policies, regulations, and procedures.



Investigates grievances and reports preliminary findings to the Director. Recommends specific action to establish appropriate outcomes.



Monitors and manages system changes within the child support program related to, but not limited to, MICSES, Business Objects, KidStar, and OnBase. Communicates such information to FOC management and staff and formulates plans for dealing with such changes.



Represents the Friend of the Court Office on various work groups across the State of Michigan (Data Visualization, FOCA, MISDU JAD).



Partners, engages, and collaborates with colleagues and organizations focused on achieving innovative programs, efficiencies, and best practices.



Testifies in Court on felony non-support cases at the Attorney General's request.



Conducts audits on a file which require an understanding of all three child support systems: microfiche, CSES, and MICSES.



Provides direct client services in crisis, complex, or difficult situations.



Completes special projects and assignments as requested.



Attends and participates in meetings as required.

Important Duties:

Uses standard office equipment including a computer terminal in the course of the work. May drive a County or personal vehicle in the course of the work.

PHYSICAL DEMANDS

Duties require sufficient mobility to work in a normal office setting and use standard office equipment including a computer, vision to read printed materials and a computer screen and hearing and speech sufficient to communicate in person or over the telephone.

EDUCATION

A bachelor's degree in accounting, business administration, or related field is preferred.

EXPERIENCE

A minimum of seven (7) years' experience with Friend of the Court is required. Prior lead or supervisory experience is preferred.
