JOB SUMMARY:

The Transit Supervisor represents the County of Clear Creek to the community, supervising and coordinating daily activities and service deliveries of transit operations in compliance with applicable Federal, State and Local requirements. The position oversees and coordinates long range and operations planning and public relations; operates and maintains the transit schedule and all transit stops; oversees and coordinates assigned activities with other City, State and Federal agencies with the goal of providing safe, reliable and efficient bus service. This position provides responsible administrative support to the Operations Manager.

PRINCIPAL JOB DUTIES:

Transit Specific Expectations -

  • Oversight of department\'s fleet of vehicles to promote and protect the safety of the riding public through the review of driver reports to only deploy vehicles deemed to be in satisfactory mechanical condition-
  • Ensuring that routine preventative maintenance is performed as scheduled and develops the County Transit preventative maintenance plan-
  • Coordinate vehicle service/repair with mechanic vendors-
  • Understand the regulations governing transit operations
  • Organizes complex transit schedules and service plans-
  • Oversees the setup and operation of the transit buses, stops and routes-
  • Enforces drug and alcohol regulations and assists with drug tests within the organization including pre-employment, random, return to duty, reasonable suspicion and post-accident testing-
  • Organizes surveys of parking, traffic conditions and bus operations-
  • Knowledge of equipment, policies and technology in the transit industry-
  • Actively and continuously improves professional knowledge, skills and abilities by participating in routine training sessions and educational seminars relevant to the transit industry and operations-
  • Manage and participate in the development and implementation of transit goals, objectives, policies and priorities-
  • Assist in developing transit service maps, brochures, pamphlets and related material-
  • Assist with management and compliance of Federal Transit Administration grants and programs including Asset Management, DBE Program, National Transit Database, and Civil Rights program-
  • Assist with CDOT grants, programs and regulations; responsible for updating fleet and transit information in COTRAMS program-
  • Work closely and cooperatively with other local and regional transit and other agencies related to common items and/or partnerships-
  • Deploy contingency response plans as needed to prevent interruptions of service due to breakdowns, accidents and weather-
Management Expectations-
  • Hire and train new employees in compliance with Federal, State and County regulations-
  • Monitor and oversee Lead drivers and Drivers in compliance with the County Transit Drug and Alcohol policies-
  • Manage inter-departmental relationships with the County Operations Division, Finance, Human Resources and others as needed.
  • Responsibilities include interviewing, hiring, and training employees; planning, assigning and directing work; assistance with appraisal performance; rewarding and disciplining employees-
  • Communicates policies to the employees and monitors activities to ensure effective implementation and takes correction action where necessary to achieve County\'s goals and objectives-
  • Assists in the development of the annual budget-
  • Assists in writing operation policies and procedures-
  • Organize and develop training programs for drivers including DDC and PASS training-
  • Produces detailed reports on efficiency of services and makes recommendations on changes to service-
  • Maintains financial oversight of revenues and expenditures including account coding-
  • Assists in the processing of vacation and leave of absence for all drivers-
  • Adheres to policies, procedures, standards and conduct expectations to the highest degree so as to lead the Transit team by own example of professional behavior. Ensures department and organizational goals take precedence over personal motivations and needs, and promotes an atmosphere of accountability, teamwork and high quality work among subordinates. Ensures all County Supervisors of any relevant events or issues with employees, equipment or performance.
  • Supervisory and managerial skills and ability to guide and motivate employees in a positive working environment-
  • Daily contact with Director of Operations to provide information, make inquiries, formulate ideas and coordinate activities; with drivers by phone and in person to provide information and coordinate activities; and with vehicle vendors and County Facilities staff to provide updates.
Strategic Planning Expectations-
  • Works closely with staff, citizens and advisory boards as needed to evaluate transit services and make recommendations for new services and system improvements-
  • Assist with short and long-range planning activities within the Transit Department-
  • Tracks, compiles and analyzes transit system performance data and recommend changes to improve-
  • Collects and maintains statistical and demographical data-
  • Identifies and recommends new technologies that would be beneficial to the operation of the transit system-
  • Participates in the development and implementation of goals, objectives, policies and priorities-
Customer Service Expectations -
  • Follow up in a respectful manner to customer and citizen questions, inquiries, complaints, compliments and suggestions-
  • Reviews and investigates complaints from the public to resolve problems in a timely, efficient, and effective manner, investigates transit accidents and incidents, prepares reports and maintains necessary records, follow through with corrective case letters and documents actions to be taken-
  • Solid ability to establish and maintain effective working relationships with officials, employees and the public-
Other Duties:
  • Coordinate transit-related purchasing activities including coding of invoices, review by Operations Director, and submittal to Finance for payment-
  • Perform record keeping and inventory duties which require reasonable computer skills, problem solving to maintain service levels-
  • Authorizes general purchases and makes recommendations on major purchases-
  • Proactively maintains a safe working environment with regard to all job duties-
  • Other duties as assigned-
MINIMUM JOB REQUIREMENTS:

EDUCATION:

High School Diploma or Equivalent

LICENSE/CERTIFICATIONS:
  • Ability to receive the Transit Manager Certification within one year of hire date-
  • Ability to receive PASS Train the Trainer Certification within one year of hire date-
EXPERIENCE:
  • Minimum of two years of transit experience-
  • Two years of recent and successful supervisor experience-
KNOWLEDGE, SKILLS & ABILITIES:

English Language - Knowledge of the structure and content of the English language including the meaning and spelling of words, rules of composition, and grammar.

Customer and Personal Service - Knowledge of principles and processes for providing customer and personal service. This includes customer needs assessment, meeting quality standards for services, and evaluation of customer satisfaction. Expectations of Customer and Personal Service is high.

Computers and Electronics - Knowledge and use of phones, copiers, scanners, computer hardware and software. A master level of computer proficiency, including the MS Office Suite (Word, Excel, PowerPoint) and database type programs. Must have the ability to learn how to use and enter information into accounting software.

Administration and Management - Knowledge of business and management principles. Skilled in organization, decision-making and time-management skills. Exercise independent judgment and critical thought. Supervisory skills to analyze programs, policies, and operational needs. Ability to plan, organize, assign, direct, motivate, review and evaluate the work of staff, and provide for their training and professional development. Ability to prepare timely and accurate reports. Ability to issue oral and written instructions to direct staff. Expectations of Administration and Management is high.

Budget - Knowledge in the principles and practices of grant/budget management and administration.

Communication & Listening - Ability to accurately and effectively transmit and receive information that is necessary to the accomplishment of goals and objectives including effective written and oral communication; ability to keep customers, subordinates, peers, and supervisors informed; and the ability to actively listen. Ability to understand, interpret, and communicate complicated policies, procedures and protocols.

Interpersonal Skills - Able to maintain courteous and effective working relationships with the public, county department personnel, co-workers, and other agency personnel.

Management of Time and Projects:

Ability to organize work, set priorities, meet critical deadlines, and follow up on assignments with minimum direction.

NECESSARY SPECIAL REQUIREMENTS:
  • -Must have valid Colorado Motor Vehicle Drivers License
  • -Must have a working telephone - can be either cell or home phone
  • -Must pass background check: Criminal and Traffic
  • Conviction of a crime will not be an absolute bar to employment
  • Must pass initial and all random alcohol & drug tests
  • -Required legal authorization to work -United States citizenship or legal authorization to work in the United States
PHYSICAL REQUIREMENTS AND WORK ENVIRONMENT:

The noise level in the environment is moderate. Work requires primarily indoor activities. Work is generally scheduled Monday through Friday with some evening, holiday and weekend hours as required.

A greater portion of the work done in this position requires sitting and the ability to use a keyboard and mouse. The employee is occasionally required to reach with hands and arms, stand, twist, bend, crawl, stoop, balance, kneel, or crouch. Physical demands are described as sedentary (exert up to 10 lbs. of force frequently or constantly. Occasionally lift, carry, pull, or push up to 40 lbs to move objects). Travel by automobile is required to attend professional meetings and trainings. Must possess verbal and auditory capacity enabling interpersonal communication as well as communication through automated devices such as the telephone. Specific vision abilities required by this job include close vision, distance vision and ability to adjust focus.
