Salary Range: $46,000

This position within the TRAFFIX Commuter Options Program. The primary function of the Transportation Demand Management (TDM) Outreach Specialist is to support the TDM team and numerous TDM projects at Hampton Roads Transit by being an integral member of the TRAFFIX Commuter Program. The Outreach Specialist will serve as an advocate for alternative transportation options (i.e. transit, bike, walk, carpool, vanpool, telework, etc.) and drive strong commuter engagement, optimal marketing campaign performance, and increased adoption of alternative modes of transportation. The Outreach Specialist will interact directly with employers/military installations and commuter customers, provide them with information, and address inquiries regarding products and services to assist them with their commutes to and from the project locations we serve.

In addition, the Outreach Specialist will support the day-to-day operations of the TDM team at TRAFFIX, including preparing for events and various marketing campaigns, responding to commuter inquiries and needs, supporting marketing initiatives, and ultimately supporting and promoting TDM solutions and travel behavior change.

Essential Job Functions:

  • Develops, implements, and administers commuter/employer/military outreach programs for including a thorough knowledge and understanding of business outreach and marketing, TDM programs and communications.
  • Builds and maintains effective working relationships with business communities, business associations and local jurisdictions within TDM program areas. Develops and implements strategic business outreach plans to promote TDM programs to affected businesses. Applies a consistent and scalable standard to all projects and measures growth. Markets the business outreach program to the employers within TDM program areas and serves as an advocate for the program.
  • Provides oversight and direction in the development and coordination of promotions and marketing, including special events and advertising. Manages development of a variety of marketing communications materials including electronic media, flyers, advertisements, pamphlets, and brochures to attract and retain customers within TDM program areas.
  • Develops and delivers presentations to business to promote education of TRAFFIX programs. Facilitates outreach meetings in business and residential settings to share information, recommend implementation of effective Transportation Demand Management strategies and enhance TDM program growth.
  • Provides program administration and personalized assistance to businesses to design, implement and evaluate employer-sponsored trip reduction programs, advising appropriate TDM strategies to reduce single-occupant vehicle commuting.
  • Manage and participate in the development and implementation of initiatives that enhance and improve the effectiveness of TDM programs; coordinate the Employer Outreach Program; provide education and support for programs such as online ridematching, regional vanpool program, bicycle encouragement programs, the Guaranteed Ride Home program, and Telework!VA.
  • Develop and manage strategic partnerships and business alliances that support new and existing innovative TDM initiatives; collaborate with key stakeholders such as local, state, and federal agencies, project partners, consultants, operating agencies, employers, and vendors to ensure effective program delivery.
  • Coordinate market-driven outreach strategies and programs that result in increased awareness and use of transportation alternatives; assist employers in identifying transportation challenges for their employees; assist with the implementation of various TDM solutions and tools that increase multi-modal commute options for employees.
  • Develop marketing plans, in conjunction with the Program Manager to promote and implement new programs, products, and improved services; support campaigns and marketing initiatives for new and ongoing TRAFFIX programs such as Telework Week, Earth Day, Bike to Work Day, Try Transit Week, and Rideshare Month.
  • Evaluate outreach and marketing initiatives to ensure alignment with business strategies and a positive return on investment; recommend enhancements that respond to changing conditions and business/customer demands.
  • Manage the support and use of the customer relationship management system (Salesforce) with vendors; use project management tools to for managing projects, budgets and tasks.
  • Prepare and present written, oral, and visual reports and recommendations to the Board of Directors, Policy Advisory Committees, community groups, private organizations, members of the public, and other groups. Experience and Qualifications Numerous factors contribute to an individual s ability to be successful in any given role.
  • Manages all TRAFFIX social media by creating content, set objectives, tracks, and analyzes metrics.
  • Monitors social trends and implements them as necessary, as well as establish additional platforms.
  • Develops social media reports monthly and presents data/insights as needs in meetings.
  • Manage records created and received in compliance with the Hampton Roads Transit Records Management Policy and Procedures.
  • Responsible for maintaining a general awareness of HRT s EMS.
  • Responsible for handling all related job responsibilities in accordance to HRT s Environmental
  • Policy, relevant EMS Standard Operating Procedures, and Emergency Management Plan.
Required Knowledge, Abilities and Skills essential to Job Functions:
  • Transportation modes and TDM concepts and strategies including but not limited to ridesharing, transit and shuttle services, pedestrian, bicycle access, transportation management associations, parking management, commute trip reduction programs, telework, smart growth, location efficient planning and freight transportation management.
  • Demonstrated experience developing and delivering projects, programs, and services in support of TDM initiatives; demonstrated ability to build awareness of programs, services, and resources through strategic business partnerships; demonstrated ability to chance program revenues through sponsorships, advertising, or other mutually beneficial business models.
  • Demonstrated knowledge of the principles, practices, and current trends related to TDM including mobility management, systems management, multi-modal transportation, and innovative mobility services. Knowledge of federal, state, and local laws, regulations, and requirements pertaining to regional transportation planning, mobility management, and systems management; familiarity with current political trends related to these areas is desirable.
  • Data collection procedures, methodology development and program evaluation.
  • Basic project management principles and practices in administration, planning, budgeting, and organization. Methods and techniques of community involvement and group processes.
  • Basic principles, methods and practices applied in design and implementation of public information, public affairs, community outreach, promotion and marketing programs.
  • Proven track record for successfully identifying and fostering new business opportunities, and is experienced in all aspects of the management and delivery of programs and services. Superior organizational capabilities, the ability to work collaboratively and build consensus, and highly-developed communication skills are important attributes for this position.
  • Demonstrated project implementation and critical path skills with fast moving, high volume, time sensitive environment with internal and external stakeholders.
  • Ability to comprehend, analyze, evaluate and communicate in writing and/or orally technical information to non-technical audiences.
  • Strong client management and customer service skills.
  • Ability to develop and present persuasive information to groups; public speaking experience.
  • Ability to work under pressure, organize work assignments, set priorities and meet deadlines.
  • Ability to act in a tactful and diplomatic manner and work on sensitive issues with diverse group of individuals.
  • Must be able to work independently and as part of a team, have strong collaboration skills and sense of responsibility.
Required Software Knowledge and Skills essential to Job Functions:

Proficiency in using computer systems and the listed software applications associated with performance of assigned work is essential. Basic problem-solving skills associated with software applications used is expected. Software usage relevant to job duties will be evaluated.

Training and/or Education:

Bachelor s degree in Business, Communications, Marketing, Planning, Public Administration or other related field, a minimum of 2 years of college or at least 5 years in a Sales and/or Marketing role

Required Experience:

A minimum of two years experience in client management, sales, public relations or other related field, five years preferred, or a combination of education and experience that demonstrates the candidate can successfully preform the essential job functions. Demonstrated interest in the field of alternative transportation; previous experience in transportation planning or implementing transportation demand management strategies desired.

Licenses or Certificates:

Virginia Driver s License
