ARServices is seeking an individual to provide advisory and assistance services that will support management of the Defense Threat Reduction Agency (DTRA) Research and Development (RD) Test and Assessment Department (RD-TS), Nevada Test Management Branch - Nevada (RD-TSTM-N) in North Las Vegas, Nevada. The successful candidate will provide project management, planning, and scheduling support, and will have experience with and an understanding of Department of Defense (DoD) acquisition and financial management systems, processes, and procedures.

The candidate will work directly with the RD-TSTM-N Site chief, RD-TSTM Branch Chief, the RD-TST staff, and elements of the RD-TS team to provide planning, scheduling, resource allocation, and project management capabilities in support of research, development, test, and evaluation (RDT&E) programs\' tests, experiments, and demonstrations.

Support for the RD-TSTM-N Office requires administrative, financial, budgetary, logistics, facilities, and security expertise.

Specific duties include the following:

  • Assist in designing and preparing draft briefings, reports, and other communication materials for presentation to senior officials in the Department of Defense (DoD), other United States Government agencies, professional symposia, and other audiences
  • Support overall management of research and development (R&D) programs and assigned related to cost, schedule, and performance
  • Support management of TSTM-N office programs as required
  • Support spend plan management, using the Joint Integrated Chemical Biological, Radiological, and Nuclear (CBRN) Analytics Platform (JICAP)
  • Support development of DTRA Need Statements, using the Consolidated Acquisition Tool (CAT)
  • Ensure proper billing of work performed against Department of Energy (DOE) work orders
  • Perform market research for the Government Purchase Card holder
  • Perform research and gather data to respond to DTRA tasks and suspense\'s
  • Support preparation of required acquisition paperwork for submission into the Defense Agencies Initiative (DAI) financial system
  • Conduct analyses as required for RD-TSTM-N support
Requirements:
  • Experience: 5-10 years professional experience in successive assignments with increased responsibility; minimum of one year\'s experience working with the DoD, preferably in the RDT&E field; familiarity with Government acquisition and contracting/procurement methods and procedures
  • Skills/Competencies: ability to work independently; demonstrated successful project management; excellent communications expertise at the Major (O-4) / Government Civilian (GS-13) level; successful multi-year fiscal planning and execution experience; Microsoft Office software proficiency
  • Behaviors: team player who is accountable and has initiative, anticipates requirements, and implements self-developed plans for on-time, under budget success with minimal supervision; is able to manage and work multiple tasks simultaneously and successfully deconflict multiple demands from equal stakeholders
  • Knowledge: DoD Directive 5000,01, The Defense Acquisition System and DoD 7000.14-R, Department of Defense Financial Management Regulations (Vol 1 - 15)
  • Education: Bachelor of Arts (BA) in Management degree
  • Clearance requirement: TOP SECRET w/ Sensitive Compartment Information (SCI) eligibility
  • Travel: Ability to travel to the Nevada National Security Site (NNSS) (2 - 4 hour roundtrip from office) and DTRA Albuquerque, NM locations
  • Valid Driver\'s License
In addition to the must have requirements, the ideal candidate will also possess the following (desired): (these are differentiators, but not requirements of the job)
  • Work experience with DTRA and/or the Special Operations Command (SOCOM) community, at least two years\' experience in DoD acquisition, program management or contracting is desired
  • Skills: demonstrated successful project management, fiscal planning, and execution management of annual budgets in excess of $20 million; demonstrated skill in scheduling and planning
  • Behaviors: leader willing and able to perform all duties and functions of the program management team
  • Knowledge: DTRA Instruction 7000.2 Centrally Billed Account (CBA) (unit travel card procedures), DTRA Instruction 7040.0 Personnel Travel and Transportation, and DTRA Instruction 7220.1 Fund Commitment, Obligation, Accounts Payable, Unfilled Customer Orders, and Accounts Receivable Validation Process
  • Working knowledge of RDT&E test programs and the DoD acquisition process
  • Education: previous certification as Defense Acquisition Workforce Improvement Act (DAWIA) acquisition professional, membership in DOD Acquisition Corps, or Certified Project Management Professional is desired)
