Position Overview:

This position will function as a System Project Analyst for the DCF division of OITS, ACCESS Florida applications. It requires a highly communicative individual with the ability to excel in a fast-paced technology environment.

Position Responsibilities:

  • Supports the DCF ACCESS applications at a system level and ensures that proper application access is maintained for users, program office staff, and IT programmers.
  • Functions as a liaison between technical and business staff consistently maintaining an open line of communication to meet their system needs.
  • Performs headquarters security officer functions for ACCESS Florida. Responsible for adding, modifying, and deleting headquarter user security profiles. Works with vendors/partner agencies to maintain security profiles to keep system interfaces working properly
  • Participates in new system builds, system maintenance, and application enhancements.
  • Maintenance and Operational Support: Provides support for help desk tickets assigned for application maintenance and operations support.
  • Documentation and Training: Prepare or assist in the preparation of user documentation or instructions, including user guides, quick reference guides (cheat sheets), security guides, or other requested documentation. Conduct or provide materials for training of staff relative to systems. Develops clear, well-organized, and logical presentations; reduces complex issues to simple terms; sensitive to audience levels.
  • Customer Relations / Communications - Establish and maintain working relationships with Program Office customers and external agencies. Participates in work groups, committees, and similar activities relevant to systems. Attend meetings and participate in discussions to make recommendations and resolve business technology issues. Prepare written and oral reports/presentations for management, staff, and customers.
Minimum Qualifications:
  • 1 year of experience in IT applications/systems level, IT business analysis or similar hands-on technical experience encompassing a combination of customer support, working within a mainframe or server - based system, system security or
  • Four (4) years of job experience preferably in an IT environment, or similar hands-on technical experience encompassing a combination of customer support, or application-level functions and duties.


Preferences:
  • A bachelor\'s degree in information technology, computer science, or closely related focus.
  • Documented job experience participating in an organizational environment preferably and IT related environment.
  • Documented experience providing customer service or a meaning functioning in a medium to large scale professional organization.
  • Ability to provide both verbal and written responses to both technical and non-technical staff.


Position Description:
  • Manages employee and partner accounts, roles, and access utilizing Identity and Access Management Systems.
  • Maintains documenation for the Systems Operations Team including spreadsheets, workflow processes and system level issues.
  • Assists with troubleshooting of issues related to user accounts, account authoirzation, group policies and application roles.
  • Communicates with customers and external partners utilizing multiple modes of information tracking including Incident Response/Ticketing, email, phone, etc.
  • Maintaining accurate documentation to support internal and external customers using Excel or Word.
  • Participates in the research, review, business analysis, design, development and implementation of application software enhancements.
KNOWLEDGE, SKILLS, AND ABILITIES, including utilization of equipment, required for the position.

Knowledge of ACCESS Florida Security profiles and associated agency process for adding, deleting, and modifying user roles; Knowledge of system development life cycle (SDLC) with emphasis on systems analysis, design, testing, implementation, and support; Knowledge of systems analysis and design concepts and processes in order to properly document customer requirements; Knowledge of system and user acceptance testing and processes in order to properly ensure quality software product; Ability to communicate effectively with customer; Ability to use all Microsoft Office products proficiently including Word, Excel, Power Point, and Access. Excellent written and communication skills.
