Duties

The primary purpose of the position is for the incumbent to direct, coordinate, and oversee Interim Grantee Management team operations, procedures and work assignments affecting the twelve Office of Head Start Regional offices; provide oversight, guidance, and support to the identified programs; and manage and oversee internal operations. Duties include:
  • Provides expert technical leadership, policy, and program guidance to the OHS, and to Regional Offices working in the sector.
  • Develops and/or reviews policies and protocols for interim management resources, strategies, and interim grants.
  • Undertakes background studies or analyses to carry out policy development responsibilities, including searches of professional literature, and review and assessment of research in the sector.
  • Prepares probing and deliberate written analysis for congressional members, and their staff that relate to the incumbent\'s comprehensive knowledge of issues and programs for the development, interpretation, or implementation of sensitive public policies that have long-range national or international significance.
  • Plans, designs, and oversees execution of analysis and research needed to improve interim management resources and real property Federal interest policy and programming issues and problems.
  • Develops policy/programming options, and recommends appropriate actions, objectives, and consistency with overall Head Start policies and law.
  • Provides leadership and direction for agency strategic initiatives and activities that focus on improving mission critical services and alerts the Division Director of problems and issues that may have significant national or political impact.
  • Set appropriate work priorities taking into consideration the organizational needs and deadlines.

Qualifications

Applicants must demonstrate that they meet the Basic AND Minimum Qualification requirements as noted below.

Basic Requirement: You must meet one of the items listed below (A, B, or C):

A. Possess a 4-year bachelor\'s or higher degree in behavioral or social science from an accredited college or university; or related disciplines appropriate to the position. (Must provide transcripts)
B. Possess a combination of education and experience -- that provided you with the knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. (Must provide transcript)
C. Possess four years of appropriate experience that demonstrates acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.

Specialized Experience:

GS-14: You must possess at least one year of specialized experience equivalent in difficulty and responsibility to the GS-13 level in the Federal service (obtained in either the public or private sectors) performing (3) of the (4) duties listed below:

1. Developing operational objectives related to policy, and/or program guidance of childhood education and family services programs;
2. Overseeing operational procedures to ensure effectiveness of childhood education and family services;
3. Identifying changes in policy, organization, and/or operational procedures related to childhood education and family services;
4. Providing supervisory direction and personnel management of staff work assignments, performance, and organizational needs.
