Job Focus Areas :
This Social Services Analyst 3 position is located within the Office of Teaching and Learning, Division of Early Childhood Operations-Child Care Assistance Program (CCAP). This complex professional position is responsible for supporting the implementation of Act 3 and improving kindergarten readiness by supporting at-risk families to receive child care assistance. Louisiana is working to ensure as many at-risk children are served as is possible, and the Child Care Assistance Program (CCAP) is vital to increasing access to early childhood services. This position requires deep understanding of a complex federal funding program and interpersonal skills to effectively assist families and stakeholders and also work in a cross functional departmental team.

Duties and responsibilities include, but are not limited to the following:

  • Serves as a lead worker in a workgroup and assist the Social Services Analyst Supervisor in the assessment, training, and coaching of lower level Social Service Analysts in the daily performance of their duties and implements the following tasks daily which include, but are not limited to,
  • Gathering and analyzing information to determine initial and on-going family eligibility for the Child Care Assistance Program
  • Applying processes and regulations consistently, without bias or preconceived notions
  • Being respectful of and sensitive to cultural differences
  • Working with families to understand their needs and objectives and consulting with them to secure high quality child care
  • Working closely with job search stakeholders which can include Louisiana Workforce, Department of Children and Family Services, and other agencies with job search programs to assist families with actively seeking employment
  • Addressing customer complaint emails from LDECCAP; Ensure 24-hour response turn around on all complaints
  • Addressing error reporting and provide individualized training to lower level analyst on errors
  • Addresses Find Work cases
  • Planning and implementing staff trainings where indicated by error reports
  • Navigate systems essential for daily job functions: OnBase, Systemware, CAPS, TIPS, Caf\xc3\xa9, Tracking of Time Services, PowerDMS, Work Number and LINKS
  • Proficiently use Microsoft Office suites
  • Performs all other duties as assigned by the Social Services Analyst Supervisor, Program Manager 1-SS, Program Manager 2-SS, and/or all other management staff.
Candidates with the following skills and experience are encouraged to apply :
  • At least one (1) year of Administrative Experience
  • Knowledge of the Child Care Assistance Program (CCAP)
  • CAF\xc3\x89, CAPS and/or Eligibility Certification

The maximum amounts listed are the maximum salary amounts a person can make at each level over their career and not the maximum amount we are allowed to pay a new hire.

One position is available and it is located in Baton Rouge, LA. The person hired for this position is expected to regularly report to the Baton Rouge office. This position may be filled as a job appointment, probationary new hire, promotion of any permanent classified state employee OR promotion of a permanent classified employee of the Department of Education, Special School District, or the Board of Elementary and Secondary Education.

Qualifications

MINIMUM QUALIFICATIONS:
A baccalaureate degree plus two years of professional social services experience.

SUBSTITUTIONS:
Six years of full-time work experience in any field may be substituted for the required baccalaureate degree.

Candidates without a baccalaureate degree may combine work experience and college credit to substitute for the baccalaureate degree as follows:

A maximum of 120 semester hours may be combined with experience to substitute for the baccalaureate degree.

30 to 59 semester hours credit will substitute for one year of experience towards the baccalaureate degree.
60 to 89 semester hours credit will substitute for two years of experience towards the baccalaureate degree.
90 to 119 semester hours credit will substitute for three years of experience towards the baccalaureate degree.
120 or more semester hours credit will substitute for four years of experience towards the baccalaureate degree.

College credit earned without obtaining a baccalaureate degree may be substituted for a maximum of four years full-time work experience towards the baccalaureate degree. Candidates with 120 or more semester hours of credit, but without a degree, must also have at least two years of full-time work experience to substitute for the baccalaureate degree.

A bachelor of social work degree will substitute for one year of the required experience.

A master\'s degree in social work, psychology, sociology, counseling or education will substitute for one year of the required experience.

Specialized college training will substitute for a maximum of one year of the required experience.

NOTE:
Any college hours or degree must be from an accredited college or university.

NOTE:
An applicant may be required to possess a valid Louisiana driver\'s license at time of appointment.

Assists in training and evaluating job performance of lower level Social Services Analysts and support staff by identifying specific problem areas, making recommendations and assisting in initiating corrective actions.

Assists in the development of procedures to improve quality and efficiency in work flow and case development techniques.

Reviews statistical samples of cases for completeness and accuracy; ensures compliance with state and federal rules, regulations, policies and procedures.

Interprets program policies for lower level Social Services Analysts to ensure compliance with laws, regulations, program directives, and agency policies and procedures.


Serves as liaison officer between the medical community and a disability determinations area office by recruiting outside medical consultants, abstracting medical records, negotiating fees, resolving payment problems and evaluating reports.
