Overview

The Vermont Department of Public Service, which represents the public interest in electric, gas, telecommunications, and water utility matters before the Vermont Public Utility Commission, federal regulatory agencies, and state and federal courts, seeks to hire a new attorney within its Public Advocacy Division.

Description

This position will be primarily focused on the Department\'s advocacy and work in the design and implementation of the Vermont Clean Heat Standard which the Vermont Public Utility Commission will soon begin pursuant to the passage of S.5 in the most recent legislative session. The proposed Clean Heat Standard is a performance standard that will require greenhouse gas emissions reductions in the thermal sector. Program design and implementation will require the development of a registration system for obligated parties, a tracking system for clean heat credits, technical analysis to determine credit values, and program determinations to ensure equity in participation.

The mission of the Department is to serve all citizens of Vermont through public advocacy, planning, programs, and other actions that meet the public\'s need for least cost, environmentally sound, efficient, reliable, secure, sustainable, and safe energy, telecommunications, and regulated utility systems in the state for the short and long term.

Minimum Requirements

Must be admitted (or eligible for admission) to the Vermont Bar.

At least 2-5 years of experience.

Relevant experience in utility regulation and/or civil litigation is strongly preferred.

A background in public interest, economics, or accounting is also desirable.

Experience with or knowledge of administrative law, utility rate regulation, and/or land use and environmental law is especially helpful.

Applicants must demonstrate the ability to work well with a multi-disciplinary team in a fast-paced environment and have excellent research and writing skills.
