POSITION OVERVIEW AND PRIMARY DUTIES AND RESPONSIBILITIES (ESSENTIAL FUNCTIONS): Position Overview:

Provide policy guidance, establish relative priorities, and outline policy goals and objectives. The contractors have the responsibility for carrying out assignments.

The contractor shall undertake travel within the U.S. and abroad as necessary and determined by the GEC as it relates to the management of the programs and initiatives the individual oversees. The contractor shall be responsible for the quality and technical accuracy of all services or work products delivered by the contractors under this contract.

Primary/Major Duties and Responsibilities (Essential Functions):

Supports planning, coordination and implementation of Interagency and International regional campaigns leveraging public/private authorities and capabilities to recognize, understand, expose and counter Violent Extremist Organization (VEO) propaganda and disinformation.

Supports management of multiple programs in one or more regions with millions of dollars in funds per fiscal year in GEC Counterterrorism Team\'s cooperative agreements and grants. This requires substantial involvement in the day-to-day implementation of multiple cooperative agreements to ensure the implementing partners do not disburse unnecessary funds and to provide ongoing programmatic guidance to the implementers. This also requires managing communications and facilitating coordination with implementers, sub-implementers, U.S. embassies, interagency stakeholders and a number of other external stakeholders.

Provides ongoing programmatic guidance to the recipients of GEC funds and convey policy adjustments and nuance as they may be needed and appropriate to ensure programmatic congruity with policy priorities.

Supports drafting of Congressional Notifications (CN), Notices of Funding Opportunity (NOFO), Action Memos (AM) and facilitates clearances, assists in briefing congressional members and staffers on objectives, successes, and challenges of the program activities, as required.

Performs site visits (at least twice for the duration of each project) and other compliance and monitoring activities in coordination with the Grants Officer (GO), ensuring that the GO and the Program Office are provided with findings promptly after a recipient\'s headquarters or location of performance is visited. Findings to the GO and Program Office should be provided in a trip report including, as appropriate: a) actual performance versus scheduled performance; b) actions needed, if any, to restore assistance award schedule; c) costs incurred versus projections.

Conducts bi-weekly check-in calls with the implementers, in coordination with the Monitoring & Evaluation team, to determine whether the project is meeting its objectives and to recommend changes to improve effectiveness. And reviews and analyzes recipients\' quarterly programmatic reports to ensure timelines and completeness.

DSupports development and implementation of updated, proactive strategy harnessing best practices for countering disinformation by VEOs in different regional and national contexts in relevant regions.

Supports planning and programmatic efforts with Interagency counterparts in guiding and orienting U.S. government efforts to design, develop, and implement counter propaganda and disinformation (CPD) campaigns in one or more regions that counter propaganda and disinformation from VEOs, and to fashion proactive, creative strategies for new media and direct engagement efforts to undermine VEOs. Other regional programming may be available as well.

Coordinates plans, campaigns, and programs with Interagency counterparts and appropriate Bureau points of contact in the Department of State and U.S. missions in various regions to create, develop, implement, and strengthen best practices for U.S. Government strategic communication efforts in those regions to counter violent extremism.

Assists uin synchronizing plans and programs with Interagency counterparts and, when appropriate and as directed, other U.S. government agencies, foreign governments, and international partners to ensure that Countering Violent Extremism (CVE) communication efforts to counter disinformation by VEOs in various regions are coordinated, complementary, and result in a unified whole-of-government approach.

Coordinates CPD campaigns, activities, programs, and events with international counterparts, organizations, and coalitions in various regions to further the GEC CT mission.

Develops general proficiency in area of assigned responsibility by analyzing data received from various sources, to assist planning and programmatic efforts along with interagency counterparts in producing policy relevant assessments. Assists GEC-CT team leadership in the completion of assigned research projects and program studies of increasing difficulty.

Liaise with policy-level officials within the Department, NSC/sub-PCC, embassies, other US Government agencies, international organizations, foreign governments, and civil society organizations to ensure that GEC views and interests are promoted with respect to current and emerging policy issues, and to ensure that GEC views are taken into consideration in policy development.

Prepares and presents oral briefings and written reports on projects\' performance, successes, challenges and recommendations to the GEC leadership. And attends, as required, conferences and meetings to represent GEC and present on GEC mission and CT-related activities.

Monitors intelligence community products to identify Violent Extremist trends, analyze reports and research, and provide reports to the GEC leadership for policy and programmatic considerations.

Conducts regular consultations with embassies, regional bureaus and offices, and other partners to identify CVE programming gaps, opportunities for collaborations, and new options for policy formulations and programmatic engagements.

As needed, supports development, implementation and coordination of U.S. government efforts to recognize, understand, expose, and counter foreign state propaganda and disinformation efforts aimed at undermining United States national security interests.

REQUIRED QUALIFICATIONS AND EXPERIENCE:

  • Knowledge of current analytic thought on counterterrorism/counter violent extremism (CT/CVE);
  • Ability to synthesize information and relevant insights from U.S. government agencies, academia and the private sector in order to formulate CVE communication programs and engagement approaches;
  • Broad knowledge of current U.S. foreign policy objectives and programs;
  • Excellent skills in oral and written communication;
  • Ability to establish liaison within the foreign policy and intelligence communities to exchange information vital to both spheres of operation;
  • Excellent organizational skills and multi-tasking abilities;
  • Creative thinking and analytical skills;
  • Superior written and oral communication skills;
  • Ability to work independently, with minimal supervision, and multi-task in a high volume, fast-pace work environment;
  • Maintain a flexible, team-oriented approach to work;
  • Excellent ability to build and maintain strong working relationships with colleagues;
  • Significant familiarity or direct experience in working for the State Department;
  • Active security clearance at the TS/SCI is required for this position;
  • A master\'s degree in Political Science, International Affairs, Public Policy, International Security Studies or equivalent is required.
  • Skills in developing and implementing communications campaigns to include planning and assessing.
