Your Impact:
Mission Statement Jacobs is seeking a qualified Software Engineer/Application Developer to support the United States Air Force\xe2\x80\x99s 53rd Wing Technical Support Services (53rd WTSS) contract. This contract supports the 53rd Wing and 96th Test Wing, both headquartered at Eglin AFB, FL and with units CONUS-wide. This position will support the 453rd Electronic Warfare Squadron (EWS) at Lackland AFB, TX. The 53 WG is the focal point for the Combat Air Forces in electronic warfare and is responsible for operational test and evaluation of advanced equipment and systems. The 96 TW is the USAF\xe2\x80\x99s test and evaluation center for advanced air-delivered weapons, navigation and guidance systems, and C2 systems. The 53rd WTSS team partners with military and civilian personnel to provide world-class IT technical support for the 53 WG and 96 TW missions. The 53rd WTSS IT support covers full lifecycle IT from concept, to deployment, day-to-day operations / maintenance, and culminating in system retirement / replacement / upgrade. It is home to the 37th Training Wing and host the 53rd Wing, 453rd Electronic Warfare Squadron (453 EWS) unit which provides a full spectrum of EW support to DoD and coalition warfighters. The 453 EWS products and services are utilized in a variety of areas, including mission planning, training, and exercises. Come to San Antonio and enjoy a city rich in history and booming with modern attractions Jacobs is seeking a self-motivated, energetic Software Engineer/Application Developer that will provide support a diverse USAF special enclave network supporting the 453rd EWS. This position provides project guidance / advice and technical support to support classified networks and associated operations personnel. The successful candidate will use Java and Python to develop software applications and connect, read from, and write to PostgreSQL databases. Additional duties will include granting privileges to tables, user creation/account management, transferring data, writing shell scripts, etc. Job Duties:

• Overseeing all stages of fundamental computer and information science in support of systems that support the importation of data from a number of databases and is used by engineers to review, modify, and export data in various formats.
• Participate in the design, analysis, simulation, requirements definition, performance specifications, procurement, test and evaluation of integrated systems/equipment.
• Identifying issues and developing solutions to hardware and software issues.
• Applying engineering, analytical, and technical disciplines and skills to establish and maintain long-term engineering, operation, and maintenance support for the in-service system capabilities.
• Applying theoretical expertise to creating new technologies; conducting analyses of scientific, engineering and other technical problems.
• Develop Application Programming Interface (API\xe2\x80\x99s) to simplify design, administration and use of new tools and products, or manage existing ones.
• Participate in Agile development process as a software developer.
• Act as team leader developing desktop and client/server applications with C#, ASP.Net, and SQL Server, troubleshooting and fixing customer issues, deploying software applications at customer site, developing plans, guidelines, or controls and directing the work of other computer scientists, software application developers, specialists, and technicians.

Here\xe2\x80\x99s What You\xe2\x80\x99ll Need:
Required Education and Experience:

• 7 years direct/related experience (5 years within the 7 years must be relevant/direct application development experience)
• BS or BA degree in Computer Science, Engineering, or Mathematics
• At least one (1) year of the foregoing experience shall have been as team leader or supervisor

Required Skills:

• Expert knowledge of Agile\\Scrum Practice
• Experience as a Project Manager, Product Owner and Scrum Master
• Ability to work with people and manage a team, as well as projects
• Experience with gathering requirements from customer and translate into stories for the developer to develop from
• Experience with understanding underlying code structures and knowing how and where to incorporate new functionality, while maintaining clean source code and code efficiency \xe2\x80\x93 and communicating to the developer for implementation
• Experience developing software applications using Java and Python.
• Experience using PostgreSQL toola, such as pgadmin or DBeaver
• Experience developing in both Windows and Linux workstations.
• Experience developing in a modern Integrated Development Environment (IDE). (Intellij preferred)
  • Experience with Eclipse or NetBeans
• Experience developing basic shell scripting in Linux and Windows.
• Experience using Git as a software source repository.
• Experience with using tools such as Maven for software build tools and Jira and Confluence for document tracking.
• Experience with Agile development process as a software developer.
• Experience writing code using C++ to interface with (be embedded into) GIS (such as WorldWind, OpenMap, or other mapping tool)

Required Clearance:

• Must have TS/SCI with DCID 6/4 eligibility within 5.5 years at the time of application
• Must be willing to submit to a CI polygraph

Required Certification:

• Active, or must be able to obtain, DoD 8570.01-M IASAE-II certification (e.g. CASP CE, CISSP (or Associate), or CSSLP or better)

Preferred Qualifications:

• Experience with Spring Boot/JPA.
• Working knowledge of radar, electronic warfare systems (EWS) and geographic information systems (GIS) would be beneficial.
• Web based applications development using C#, ASP.Net, XML, HTML, or SQL
• Experience developing unit tests and test plans
• Experience developing platform agnostic applications
• Experience in relational database systems such as MySQL, Microsoft SQL, or Oracle Database.
• Strong experience optimizing SQL stored procedures and functions
• Experience with scripting languages such as PowerShell, Bash, VBScript, or Perl
• Experience with tools and concepts supporting software version control systems
• Technical knowledge and technical writing ability for writing technical requirements, design documents, and deployment documentation.

Work Environment

• Work site is located at Lackland AFB, FL
• Office setting that includes sedentary physical effort. However, may include lifting of weight up to thirty (30) pounds
• No unusual hazards nor unusual environmental conditions on job site
• The DoD and USAF have implemented specific COVID-19 mitigation measures and contract employees must comply with established guidance.

Equipment and Machines Ability to operate office equipment such as a personal computer, printer, copy machine, telephone, fax machine and other equipment including desk supplies and other work-related tools as required. Attendance

• This position supports an operational work center providing 18 hours/day coverage during the standard Monday-Friday work week.
• Regular attendance of scheduled hours is extremely important, but not critical, except for deadlines and meetings.
• Punctuality and regular attendance are necessary to meet deadlines.
• Must exhibit flexibility of work hours to adjust to surge situations based on critical mission requirements.
