Job Description


Regular Schedule: 34 hours per week with excellent County benefits.

A Non-Merit Social Worker vacancy providing services to with children and families for the Interagency Family Preservation Unit in the Family Services Division in the Baltimore County Department of Social Services is currently accepting applications.

Non-Merit positions are not classified within the Baltimore County Government Classification and Compensation Plan.

Examples of Duties

Under general supervision, provides in-home clinical and case management services to families and children in crisis to prevent unnecessary out-of-home placements while ensuring and maintaining the safety of the child. Essential Job Duties

  • Investigates, evaluates, and monitors individual cases.
  • Assists in rendering diagnosis and developing individual treatment/service plans designed to prevent or alleviate personal or environmental problems of clients in a social services, health, or mental health program.
  • Determines suitability of individuals for special programs.
  • Provides crisis intervention and individual or group counseling to clients and their families.
  • Develops and/or participates in public awareness and education programs.
  • Consults with other health or social work professionals concerning issues affecting recovery, welfare, and rehabilitation of clients.
  • Acts as a liaison between health, education, welfare, and other community agencies to establish an integrated and coordinated program.
  • Performs case management, prepares case histories, court documents and other reports, memos, and correspondence.
  • Maintains accurate records of client activities. Participates in meetings.
Examples of Other Duties
Makes home visits and transports patients/clients. Assists the sick and/or injured until medical personnel arrive at the scene. Attends training and seminars. Performs other related duties as required.

Qualifications

Required Qualifications
Possession of a master\'s degree in social work from a college or university approved by the Council of Social Work Education, plus two years\' experience rendering professional social work services. (Education beyond a master\'s degree from an accredited college or university in the field of social work may be substituted on a year-for-year basis, up to a maximum of one year for the required experience.)

Licenses and Certificates
Possession of a license, issued by the Maryland Board of Social Work Examiners, as a Licensed Social Worker is required at the time of application. Some positions may require possession of a LCSW-Clinical license issued by the Maryland Board of Social Workers at the time of application.

Possession of a valid license equivalent to a non-commercial, class C Maryland driver\'s license may be required for some positions at the time of appointment

Proof of Licenses, Certifications and Education
Applicants are required to submit proof of licenses, certifications, and education beyond high school to meet the required qualifications of the position. Diplomas or transcript must show the applicant\'s major field of study. Copies and unofficial transcripts are acceptable.

Preference given to candidates with strong clinical skills and an understanding of family dynamics, mental health, substance abuse, domestic violence, and trauma necessary in conducting family risk and needs assessments.

EXAMINATION PROCEDURE
Applicants will be qualified based on an evaluation of the training and experience as stated on their application, which includes answers to the supplemental questions. Applicants must state the dates and duties of past and present experience clearly and completely for evaluation.

Conditions of Employment

Employees hired after July 1, 2022 are required to participate in the Baltimore County Employees\' Retirement System, with very limited exceptions.

Some positions may require satisfactory completion of County sponsored CPR and First Aid training.

Employees must maintain licenses and certifications throughout the course of their employment.

Some positions in this classification may be required to respond to emergency situations and work overtime with little or no notice.

Some positions require employees to complete an approved training program and must pass a competency test by the second training available after appointment to this classification.

Physical and Environmental Conditions
The work of this classification is essentially sedentary but may include occasional walking, standing, and/or other limited physical activities. Some positions within this classification require traveling between work sites.

Medical Examination and Employment Background Investigation
Applicants selected for employment with Baltimore County must successfully complete a physical examination, drug screening and employment investigation, including, but not limited to criminal background, education certification and fingerprinting checks
