Job Description


Regular Schedule: 34 hours per week, plus excellent County benefits.

A Non-Merit vacancy exists in the Health and Human Services Department of Health, Behavioral Health Services.

Non-Merit positions are not classified within the Baltimore County Government Classification and Compensation Plan.

Examples of Duties

This position will work across collaborating agencies to assess and link high-risk individuals to care during engagement with the Department of Social Services Substance Exposed Newborn Unit. Position will also assist individuals in navigating through the treatment and recovery system and help address barriers to accessing and maintaining care.

Essential Job Duties

  • Receives referrals and completes assessments to determine participant needs related to accessing harm reduction, substance use treatment and recovery services.
  • Coordinates with other service providers to link participant to care and resources.
  • Supports participant to address barriers to accessing/maintaining care.
  • Provides and assists in the provision of participant case management and monitoring.
  • Monitors and documents participant engagement and progress.
  • Maintains knowledge of substance use continuum of care providers and related health insurance landscape.
  • Conducts meetings with participants, in-person, virtually and via telephone.
  • Facilitates coordination within Health and Human Services for provision of appropriate care.
  • Maintains accurate and timely data about participate contact and interactions.
  • Conducts meetings and/or visits with substance use treatment and recovery facilities.

Performs other related duties as required.

Knowledge, Skills and Abilities
Knowledge of mental health and substance use disorder treatment, resources and the Public Behavioral Health Service system.
Ability to interact with consumers in a professional manner.
Ability to communicate with providers effectively.
Ability to lead work groups for specific projects (SOAR, homeless work groups, etc.).
Must be detail oriented and able to work independently and manage a variety of tasks.

Qualifications

Required Qualifications
Possession of a master\'s degree in social work from a college or university approved by the Council of Social Work Education, plus two years\' experience rendering professional social work services.

(Education beyond a master\'s degree from an accredited college or university in the field of social work may be substituted on a year-for-year basis, up to a maximum of one year for the required experience.)

Licenses and Certificates
Possession of a license, issued by the Maryland Board of Social Work Examiners, as a Licensed Certified Social Worker (LCSW) is required at the time of application. Some positions require possession of a LCSW-Clinical license issued by the Maryland Board of Social Workers at the time of application.

Possession of a valid license equivalent to a non-commercial, class C Maryland driver\'s license may be required for some positions at the time of appointment

Preferred Qualifications:
  • Experience working with pregnant and/or parenting individuals in relation to substance use disorder;
  • Experience with assisting individuals in navigating through the treatment and recovery system;
  • Experience working with pregnant and/or parenting individuals;
  • Knowledge of addressing barriers to accessing and maintaining care;
  • Demonstrate ability to work with multiple groups and organizations in a collaborative manner;
  • LCSW-C is required.

EXAMINATION PROCEDURE
Applicants will be qualified based on an evaluation of the training and experience as stated on their application, which includes answers to the supplemental questions. Applicants must state the dates and duties of past and present experience clearly and completely for evaluation.

Conditions of Employment

Employees hired after July 1, 2022 are required to participate in the Baltimore County Employees\' Retirement System, with very limited exceptions.

Some positions may require satisfactory completion of County sponsored CPR and First Aid training.

Employees must maintain licenses and certifications throughout the course of their employment.

Some positions in this classification may be required to respond to emergency situations and work overtime with little or no notice.

Some positions require employees to complete an approved training program and must pass a competency test by the second training available after appointment to this classification.

Physical and Environmental Conditions
The work of this classification is essentially sedentary but may include occasional walking, standing, and/or other limited physical activities. Some positions within this classification require traveling between work sites.

Medical Examination and Employment Background Investigation
Applicants selected for employment with Baltimore County must successfully complete a physical examination, drug screening and employment investigation, including, but not limited to criminal background, education certification and fingerprinting checks.
