Why does the job exist?



The Policy Program Development Bureau (PPDB) supports the Income Support Division (ISD) and external partners through policy, program development, and process guidance. Our mission is to uphold program integrity and deliver exceptional customer service. We prioritize the needs of both internal and external stakeholders, ensuring field staff have the tools to administer programs accurately and efficiently.



The Social Services Supervisor will:



Work in the Income Support Division (ISD) Policy and Program Development Bureau (PPDB) and oversees and maintains the integrity of the Special Supplemental Nutrition Assistance Program (SNAP), such as Disaster SNAP, SUN Bucks, and Outreach;



Oversee all special SNAP activities, including budget and regulatory program development, educate and provide guidance to all ISD staff;



Ensures the administration of the additional SNAP program remains in compliance with Federal and State Law.



How does it get done?



The Social Services Supervisor is responsible for:



Training, developing, coaching and supervising staff to efficiently and effectively administer and maintain all Special food assistance program activities;



Monitoring and providing oversight of federal and state food assistance related publications, statute, legislative amendments, development of state regulations and rule promulgation to remain current with Federal and State law;



Monitoring and providing oversight of the development, execution and maintenance of the various federal food assistance state plans, Change Requests (CRs) for the development and maintenance of the Eligibility System, various New Mexico Administrative Code (NMAC) updates, Interim Policy and Procedures (IPPs), policy clarifications, Interim Business Processes (IBPs), and provides expertise where needed;



Coordinating and working with the Departments Federal Partners to ensure understanding and compliance with food assistance regulations and implementation of various options available to Cash to benefit customers;



Establishing procedures to meet all time frames and deadlines for Department and Federal Partners;



Participating in Discovery and Design sessions to facilitate changes into the eligibility system, ASPEN; including User Acceptance Testing (UAT) and approval of changes as a Product Owner;



Outreach activities to educate the communities and increase food assistance participation;



Seeking, applying for, implementing and maintaining any Grant Opportunities that will be beneficial to the programs HCA administers;



Development, implement and maintain any new or existing Contracts, MOU's etc. that are necessary and beneficial to the department;



Providing policy updates to the QuiKGuide Team, Training, etc. to ensure all staff receive timely and accurate policy updates;



Advising HCA leadership on solutions, innovative ideas for program enhancement and making recommendations regarding eligibility policies for Cash households to also include potential SNAP and Medicaid recipients;



Assigning staff to various activities/projects with other bureaus and divisions and outside customers to provide policy support and development.

Minimum Qualification



Associate's Degree in Social Work, Psychology, Guidance and Counseling, Education, Sociology, Criminal Justice, Ciminology, Family Studies/Services, Social Sciences, or Human Services and two (2) years of experience as a social work assistant and/or in social or community coordination, working with communities, working on health or social service related matters, social work/case management experience, and/or behavioral health care. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling four (4) years may substitute for the required education and experience.

Employment Requirements



Must possess and maintain a valid Driver's License.



Must obtain a Defensive Driving Certificate.



Employment is subject to a pre-employment criminal history background investigation and is conditional pending results.

Working Conditions



Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Lifting up to twenty-five (25) pounds, and some travel with the occasional overnight stay may be required.
