ABOUT THE POSITION:
This classification assumes responsibility for coordination and supervision of day-to-day operations of corrections staff. Sergeants perform duties in planning, coordinating, policy development and personnel management jointly with supervisor to ensure protection of life, property and civil rights of citizens or for the care, control, and custody of prisoners. Incumbents ensure efficient operation and have final accountability for work performed by assigned unit and support staff; provide technical and professional advice and training and participate in work of support staff.

DUTIES/RESPONSIBILITIES:
(Duties assigned to this position are not all inclusive. Additional duties may be assigned.)
Supervise support staff; involved in selecting, training, evaluating and disciplinary actions of staff. Conduct beginning shift briefings; assist support staff in work duties of investigation, enforcement, case preparation, adults in custody (AIC's) care and transports. Ensure staff completion of assigned work, adherence to statutes, policy and procedure. Transport prisoners.
Participate in program planning and coordination, policy, and procedure for development and training.
Inspect correctional facility for security purposes and health and welfare of AIC's. Oversee basic needs of AIC's including feeding and medications. Arrange prisoner transports for medical reasons, court arraignments, and to and from other locations.
Conduct booking and release of AIC's; includes fingerprinting, photo, property inventory, computation of sentence, paperwork, accepting bail.
Maintain appropriate record keeping systems of daily shift logs, time sheets, overtime and money received from inmates. Review and distribute police reports, memos, directives, warrants, LEDS printout, transports. Maintain record keeping and oversee staff scheduling. Provide preventative maintenance and basic repair to unit equipment. Prepare and oversee documentation for jail standards and play an active role in the jail inspection.
Conduct employee evaluations and work with the Lieutenant for presentation to staff member. Provide feedback as needed for areas of improvement as well as feedback on satisfactorily completed duties.
Direct collection and preservation of evidence and property for court presentation.
Oversee special programs or projects of reserve training.
Represent the Sheriff's office to the public and at meetings; answer questions, educate public; interpret laws, ordinances, rules and regulations; provide public presentations, displays, demonstrations, tours; attend meetings, if needed.

REQUIRED KNOWLEDGE/SKILLS/ABITILIES:
Thorough knowledge of policies, procedures, and practices of modern law enforcement in areas of crime prevention, criminal investigation, identification and apprehension, civil rights, laws of search and seizure, rules of evidence and the care, control, custody and transportation of prisoners.
Considerable knowledge of federal, state and county rules, regulations, and ordinances that govern law enforcement and correctional activities.
Considerable knowledge of general procedure used in court system and of the nature of legal evidence.
Considerable knowledge of principles, methods and techniques of effective supervision including public relations and personnel management to coordinate activities of a shift/unit.
Skill in meeting and dealing with a wide range of people.
Skill in use of firearms, vehicles, mobile radio, computers, and other communication equipment, and similar department equipment; report writing and statistical data compilation.
Ability to communicate effectively in both oral and written forms; analyze complex law enforcement problems in the area of assignment, to enforce laws, to think and act quickly, to adjust to priority changes, and to remain calm during confrontational situations.
Ability to make decisions independently in accordance with established policy and procedures and use initiative and judgment in completing tasks and responsibilities.
Ability to supervise and lead a staff of professionals and participate in a wide variety of law enforcement work; courteously meet and deal effectively with other employees, other agency representatives, other law enforcement agencies judges, District Attorney, community leaders and members, committees, advisory boards, physicians, correctional facility inmates and the public.
Ability to maintain strict confidentiality regarding supervisor discussions and information.
REQUIRED EDUCATION/EXPERIENCE:
To promote enforcement of the law by improving competence of police officers, parole and probation officers and corrections officers, the Board on Police Standards and Training establishes 1) training standards for physical, emotional, intellectual and moral fitness, and 2) reasonable minimum training for all levels of career development, basic through advances certifications. Furthermore, all appropriate employees are required to participate in mandatory department training in areas of new law updates, physical fitness and firearms.
Minimum standards for employment as a law enforcement officer, as well as experience and training requirements for certification levels, are established in the Board of Public Safety Standards and Training Act, ORS 181.610-690, and reprinted in the DPSST Policy and Procedures Manual.
Initial minimum standards are:Must be a U.S. citizen;
At least 21 years of age;
No convictions by any State or Federal government of a crime punishable by imprisonment in a State or Federal prison;
Good moral character as determined through background investigation;
Pass a physical and psychological examination by a licensed physician and/or psychologist;
Possession of a high school diploma or GED certificate;
Driving record must be free of convictions for hazardous moving violations within the previous three years;
Possess a valid Oregon driver's license, and maintain an acceptable driving record;
Three years of work experience in the field of law enforcement. Within one year of appointment, must possess Intermediate certification issued by the Department of Public Safety Standards and Training (DPSST). Must obtain basic supervisory certifications from DPSST within two years of appointment.

SUPERVISOR RESPONSIBILITIES:
This classification is supervisory in nature. Sergeants are the department first-line supervisors. Work is performed under the direction of a Lieutenant. Recurring routine assignments are independently performed by employee on basis of past experience. The employee receives general instructions regarding the scope and approach to projects or assignments, but procedures and problem resolution are left to employee discretion and interpretation. Employee estimates and manages time efficiently. Work is reviewed periodically to ensure determinations and decisions made are in compliance to department policy and procedures.
Work is performed within established Sheriff's Office policy, procedure and directives; Federal, State and County statutes, rules, regulations, and ordinances; union contract; personnel rules; DPSST reference manuals; court guidelines; equipment reference manuals; and accepted procedures within law enforcement profession. Sergeant has to remain current on guidelines and uses considerable judgement in interpreting laws and guidelines and determining which laws to enforce, then follows procedures and laws closely due to nature of work.
PHYSICAL DEMANDS/WORK ENVIRONMENT:
Work is primarily performed in a field environment with physical demands of bending, climbing, hearing alarms and voice conversations, keyboarding, kneeling, lifting up to 100 pounds, pulling, pushing, reaching, running, sitting, standing, stooping and walking rough terrain. Work is performed in an environment that involves risks and discomforts and sometimes adverse weather conditions requiring safety precautions. Employees share common exposure to communicable diseases. A considerable amount of driving is required.
