Description

This is highly responsible work performing a variety of complex financial analyses and reporting. Writes grants and prepares grant reports in compliance with Federal, State & County requirements. Manages multiple funding streams and budgets. Works closely with program staff to ensure accurate financial reporting and procedural compliance.

Examples of Duties

ESSENTIAL DUTIES AND RESPONSIBILITIES: (The following examples are illustrative only and are not intended to be all inclusive.)

  • Reviews grant documentation to ensure each grant is within budget and following specific grant restrictions. Tracks grant awards which will need to be added into the overall County budget through the supplemental budget process. Performs grant related post award functions including reconciliations, budget carryover and closeout functions as required by grant and contract administration.
  • Develops annual budget consistent with federal, state, and county requirements and the Director\'s financial plan. Develops budget models and analyzes data as appropriate to review options and needs.
  • Completes reviews of budget-to-actual reports for all grants/funding streams to report significant changes and/or variances.
  • Works closely with the County\'s external auditors and any federally required governmental agency auditors for the Single Audit and compliance with Uniform Guidance.
  • Enters and monitors all payments insuring those amounts are accurately posted and reported. Reconciles revenue and deferred revenue accounts.
  • Writes informal bids or RFPs for services, as needed. Coordinates with County Purchasing Supervisor to complete any related work and leads informal bid/RFP review and selection.
  • Writes contracts for services, as needed. Responsible for contract oversight and tracking.
  • Writes grants, as needed, coordinating with program staff and management.
  • Collaborates with management and makes recommendations affecting financial policies and procedures for the continued monitoring of the grant processes.
  • Maintains awareness of legislative changes that affects finances, budgeting activities and grant management/reporting.
  • Responds to ad hoc reporting for informational.
  • Performs other duties as assigned.
Minimum Qualifications

MINIMUM QUALIFICATIONS:

EDUCATION and/or EXPERIENCE:
  • Bachelor\'s degree in Accounting, Finance, Business Administration, Public Administration, or related field is required.
  • Five (5) years of professional level accounting experience reconciling accounting discrepancies, analyzing expenditures, and preparing financial reports. Ideal candidate will have at least two (2) years of experience with Federal grant accounting and governmental accounting.
  • A combination of education and experience may be considered for a well-qualified candidate.
