LENAX is looking for a

Senior Cost Engineer

to join the project team, for a large, airport capital improvement project. The successful candidate will have proven cost engineering experience with complex, multi-phase, multi-million-dollar construction and/or renovation projects. The general job duties include: Preparing detailed computer generated cost reports, charts and diagrams; dealing with claims and change management; providing analysis and review of cost/budget expenditure; maintaining cost control reports; promptly reporting anticipated cost overages or other unsatisfactory cost elements; and maintaining liaison relationship with Data Processing in developing support for network calculations, printouts and cost reports, and other cost related services. The Senior Cost Engineer supports the Project team with additional tasks as required.





Key Identifiers for the Position




Demonstrated experience managing and reporting the cost components of large-scale, complex projects; including developing and managing a progress reporting methodology for a complicated design effort. Experience with Progressive GMPs, Design-Build and DBFOM delivery methods is desirable. Demonstrated ability to understand technical and complicated construction programs and the ability to communicate progress to both technical- and management-level personnel. Ability to work with others, a self-starter with results-driven focus.

Essential Job Duties

The Senior Cost Engineer's duties include, but are not limited to the following:


Monitors project budgets for the multi-billion-dollar, airport Capital Improvement Program. Reviews and analyzes sub-contractor invoices, ensuring expenditures are accurately incurred against appropriate Schedule of Values accounts. Prepares job costing reports to allocate these expenditures against the appropriate WBS numbers. Ensures that both commitments and expenditures follow the same allocation methodology. Performs cost-to-complete analysis for all cost elements within a project taking into consideration staffing plans, contract commitments, and expenditures to date, change orders and trends. Attends project meetings to provide Project Management with current financial information and trend log regarding potential impacts to project budget or forecast. Provides progress reporting documents and briefing materials as required. Develops creative reporting tools to communicate complex project sequencing and/or progress assessments. Reviews task orders for contractors and sub-consultants, and City of Los Angeles Interdepartmental Orders to ensure necessary budget and/or contract capacity exists, and ensures that these actual commitments are accurately entered/tracked into the Owner/Client's system of record. Analyzes bid award values against current budget, and prepares reconciliations to include in the current forecast at completion. Analyzes change order values against current contingency budget and prepares reconciliations to include in the current forecast at completion. Analyzes task order values against current allowance budget and prepares reconciliations to include in the current forecast at completion. In Prolog and/or PMWeb - Updates contract commitments, reconcile and analyze actual expenditures, performs budget transfers, monitor trend status and maintain continuity of WBS structure. Coordinates with the Owner/Client's governance Body to ensure changes to budgets are approved via the Reconciliate Process or Capital Improvement Program Change Process. Prepares data to support documentation required journal vouchers for budget transfers.

May also:


Prepare change orders and back up documentation as may be necessary for compliance and governance purposes. Support the project team in review and negotiations with Developer change proposals. Support the team with risk management. Perform project closeout resourcefully to ensure as Prolog and/or PMWeb Data for LAWA's reporting needs. Require an appreciation for contractual interpretations and claim avoidance strategies. Support the Project team with additional tasks as required.

Job Qualifications

To effectively perform the essential functions of the job, candidates must meet the following position specifications:





Education / Training


Bachelor's Degree in Business, Engineering, Construction Management, or related field is preferred. Professional Cost Engineer Certification as a CCE or CCP is required Other optional Certifications may include: PMP, PE or other relevant professional licensure or certifications.

Professional Experience Level & Other Qualifications


Ten (10+) or more years of cost engineering experience directly related to construction projects. Experience managing a team of Cost Engineers. Demonstrated experience managing and reporting the cost components of large-scale, complex projects, including developing and managing a progress reporting methodology for a complicated design effort. Experience with Design-Build-Finance-Operate-Maintain delivery methods is desirable. Experience with cost management for operation and maintenance is desirable. Demonstrated proficiency with a large-scale cost reporting system is required; experience with Prolog and/or PMWeb is highly desirable. Demonstrated ability to understand technical and complicated construction program and the ability to communicate progress to both technical- and management-level personnel. Ability to work with others, a self-starter with results-driven focus. Proven accuracy, reliability, and completeness in job accomplishment. Flexible to a potentially varying shift times.

Hardware/Software/Systems & Related


Thorough familiarity with MS office suite software, including Word, Excel, PowerPoint, and Outlook, and Bluebeam. Knowledge and experience utilizing large-scale construction management software is required. Experience with Prolog and/or PMWeb is preferred. Must be experienced with PMWeb and Prolog databases.

Other


May assume other duties as required/needed. May be required to work past regular work shift. May be required to work various shifts as needed. This position may offer a hybrid schedule, upon approval from LAWA Management. All candidates must be prepared to work full-time onsite, if a telework option is not granted.

Salary range for this position is $57 - $70/hr. ($118,560.00 - $145,600.00/yr.), depending upon experience, directly applicable experience, industry-specific experience, skills and applicable credentials. Salary expectations must be included to ensure your expectations are within the defined range. A project-based resume and/or list of previous projects worked on may be requested as well, if not included.




Also note: The Telework/Hybrid Program has specific stipulations, including defined hybrid work days, and that individual participation be approved by one's direct supervisor and senior management. One also must be available on telework days to report to the worksite, if needed, within 2 hours of notification.
