Tulsa Innovation Labs LLC (TIL) is a tech-led economic and workforce development organization headquartered in Tulsa, OK, and pioneered by George Kaiser Family Foundation. This new venture will develop a strategic plan and deploy capital to catalyze inclusive economic growth in four emerging tech industries - virtual health, energy, advanced aerial mobility, and cyber & analytics. Through public-private-partnerships, the company will launch new startups, foster academic innovation, and build talent programs to support Tulsa\'s economic development.

Role Overview

Looking for a dynamic candidate who wants to diversify the technology workforce and see innovation thrive in the heartland. This person might come from a social (or for-profit) venture background, consulting, have their roots in work force and economic development or be transitioning from Federal/State government or the military. Ideally, they will have exposure to either cyber security or analytics / data science (two focus sectors in Tulsa), and the chops to build diverse coalitions spanning academia, community-focused organizations, the private sector, and national thought leaders in urban economic development. Tulsa is consciously building in the shadow of Black Wall Street and historic Greenwood and this candidate must be committed above all to making Tulsa one of the most inclusive tech hubs in America. This person will work on a tight-knit, 12-15-person team who are all proud to call themselves Tulsans (homegrown or adopted) and to play hard for the local team. This is a place where big ideas are welcome and resources are available to execute them.

Hours and Location

  • Work primarily happens between the hours of 8:00 a.m. - 5:00 p.m., with some flexibility
  • Tulsa Innovation Labs offer a hybrid work environment between being in a co-shared workspace and remote work
  • Participating in the hybrid work schedule requires access to reliable internet and a dedicated workspace at home
  • Occasional ability to travel out of state as requested
Essential Duties & Responsibilities
  • Tulsa Innovation Lab\'s (TIL) Cyber & Analytics team is responsible for guiding investments in Tulsa\'s Cyber & Analytics ecosystem. This most often takes the form of investments in workforce development, academic innovation and support for the commercialization of lab science and technology, and startup support.
  • The Cyber & Analytics Senior Associate (C&A - Sen. Associate) would report to the Cyber & Analytics Portfolio Manager and would in turn manage one or more fellows and interns.
  • A day in the life of the C&A Senior Associate: In the morning you might take a breakfast meeting with our sister VC firm and a cyber start-up they are recruiting to Tulsa who wants to hear more about the talent landscape. You might then put your head down with the team internally for a two-hour design sprint on a new partnership with Tulsa Community College trying to balance DEI recruitment goals for a new Cyber & Analytics training center with the expressed needs of major employers. Next you would grab lunch with your teammate focused on Advanced Aerial Mobility to learn more about the drone flight corridor TIL is standing up in partnership with the Osage Nation and Oklahoma State University, and then you\'re off to a board meeting for Holberton School Tulsa, a software development academy focused on non-traditional students. After a quick coffee you are finally going to make some progress on the Diverse Talent in Data Science White Paper that you have been working on with several TIL advisory council members, as the goal is to release the white paper at your upcoming panel at Gartner\'s Data & Analytics Conference.
Responsibilities
  • Take primary responsibility for one or more flagship initiatives; solving problems at the lowest level of authority needed while keeping the C&A Manager, GKFF Leadership, and other key partners and funders appraised of progress and obstacles. Depending on where these initiatives fall in the project lifecycle this might include ideation, program design, project management, making critical hires, or project oversight. (50% time)
  • Incubate new initiatives and build coalitions of relevant stakeholders to refine programmatic concepts and build a case for funding to GKFF Leadership or other local or national funders. (25% time)
  • Draft and/or manage the creation and submission of Federal, State, or other requests for proposals, including but not limited to major grant opportunities in support of key TIL initiatives. (5% time)
  • Represent (and where possible present) Tulsa at industry and other key conferences and events. (10% time)
  • Engage in public thought leadership - by yourself or in collaboration with partners and other stakeholders-that showcases Tulsa\'s unique operating environment and sector specific assets. This includes providing content for TIL and broader Tulsa marketing and PR campaigns. (10% time)
Qualifications & Requirements

These qualifications are intentionally "light". We are looking for a great cultural and talent fit, and believe such a candidate could come from a variety of backgrounds and with differing core competencies.

Core Qualifications:
  • Bachelor\'s Degree; open to other highly compelling educational or professional experience.
  • Understanding of cyber and data science workforce needs.
  • 3-5 years of experience in economic development, venture creation, and/or innovation support.
  • 1-2 years of quality project management experience.
  • Must be based in or willing to relocate to Tulsa, OK
Preferred:
  • Experience working in Cyber and/or Data Science in government, industry, social, or other sector.
  • Advanced Degree in STEM, Economics, Business, or other related field.
  • Exposure to Academia, specifically academic research and/or innovation and commercialization
Preferred Knowledge, Skills, & Abilities:

Knowledge:
  • The more sector-specific knowledge a candidate possesses in cyber, information security, and/or analytics, the easier they will find it to interact with the private sector, researchers, and other stakeholders, but this position does not require deep expertise in these areas. Candidates with such expertise are very welcome to apply, but someone with exposure to and/or familiarity with core concepts can succeed. Understanding/learning the workforce needs in these sectors is particularly useful.
  • Successful candidates will understand the components of an innovation ecosystem, including familiarity with venture capital, start-up formation, and the types of programs that support startup success.
  • Exposure to lab science and/or the commercialization of IP exiting university ecosystems is a plus.
  • Knowledge of and/or connections to the Federal cyber workforce also a plus.
Skills & Abilities:
  • Leading complex, multi-take holder processes with significant funding at stake. Co-creating a vision while balancing competing interests and priorities.
  • Thinking big. Tulsa is a unique environment where funding is rarely the issue. This is not a place for marginal changes.
  • Code switching between corporate, startup, community, and academic ecosystems, and maintaining strong relationships with core stakeholders before, during, and after collaboration on any specific project.
