THE POSITION

The Governor\'s Office of Administration is seeking a project manager 2 to join our growing and innovative Commonwealth Office of Digital Experience PA team! DESCRIPTION OF WORK

You will take an active role in meeting Commonwealth digital experience objectives through the application of the principles and practices of agile scrum frameworks. As a project manager, you will serve as scrum master for an agile development team and directs staff on the framework, ensuring that scrum values are upheld and processes are correctly executed. This position offers a variety of duties, some of which include:

  • Leveraging the agile framework and project management methodologies to organize and facilitate project/Sprint planning, daily standups, reviews, release plannings, and demos
  • Collaborating with stakeholders to establish the scope of assigned projects and objectives; removes team obstacles and meets established deadlines and goals
  • Serving as a liaison between technical and non-technical users
  • Developing, coordinating, and implementing plans to test business and functional processes during system development and quality assurance testing
  • Identifying blocked or stalled stories and resolves the issues to reach resolution through process or workflow improvements and monitors progress through metrics, tools, and techniques
  • Synthesizing research findings and insights into actionable recommendations and delivers them in high quality deliverables for team and executive level audiences.
Work Schedule and Additional Information:
  • Full-time employment.
  • Work hours are 8:00 am to 4:30 pm, Monday - Friday, with 60-minute lunch. Work hours may be negotiable.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS

Minimum Experience and Training Requirements:
  • Two years of experience as a Business Analyst 4; or
  • Two years of experience as a Project Manager 1; or
  • Four years of experience in leading IT systems development or implementation projects and a bachelor\'s degree; or
  • An equivalent combination of experience and training that includes four years of experience in leading IT systems development or implementation projects.
Additional Requirements:
  • You must have five years of experience providing clear communication to stakeholders and leaders about project status and challenges.
  • You must have five years of experience assisting to remove barriers and problem solve for project team members and stakeholders.
  • You must have four years of experience assisting in setting project objectives and setting up sprints to achieve project goals.
  • You must have four years of experience educating and coaching teams on scrum theory and practice.
  • You must have four years of experience planning iterative improvement sprints and support cycles across many projects.
  • You must have four years of experience facilitating typical Agile protocols, including system demos, daily stand-ups, and iteration reviews.
  • You must have one year of experience participating in the development of the RFP/RFI process.
  • You must be able to perform essential job functions.
