Program Description

Catholic Community Services operates approximately 60 programs throughout King County. The Roving Division Director provides leadership to programs under the guidance of the Deputy Director. The Roving Division Director assists with opening new programs and initiatives. The Roving Division Director fills in for program management in the event of staff turnover or extended absences.

Position Description

The Roving Division Director is responsible for management of all aspects of programs that are in need of an Acting Manager due to a temporary vacancy or transition in leadership. Responsibilities include program oversight; hiring, training, property management, supervising staff; financial management; and meeting reporting requirements.

Program Management

Catholic Community Services operates approximately 60+ programs to provide assistance to people living in poverty in King County. The absence and/or transition of program management can jeopardize client services, program contracts, finances, employee supervision, and community relationships. The Roving Division Director will step in to fill the void of program managers that are on medical leave, family leave or vacating their position. The Program Director will also assist in opening new programs.
  • Be responsible for the hiring, training, scheduling, supervision, evaluation, and if appropriate, corrective action and recommendation for termination of staff, both regular and temporary.
  • Same for program volunteers, as necessary.
  • Raise and manage funding for programs. This includes federal, state, county and local government funding sources.
  • Develop and implement the budget, pay the bills, ensure collection and deposit of donations and resident program fees, monitor financial statements, write grant proposals and funding applications, conduct fundraising activities and solicit donations.
  • Monitor, enforce and negotiate all program funding and performance contracts and be responsible for all fund reporting and communication with funders.
  • Respond to grievances against clients and staff.
  • Raise, supervise and manage other in-kind program resources.
  • Prepare invoices for funding and submit accounts payable requests to accounting.
  • Recommend ways to improve clients\xe2\x80\x99 progress and levels of success at meeting their goals.
  • Develop, implement and supervise the provision of essential services to clients in areas such as health, substance abuse, employment, housing, transportation and finances. Monitor services, contracts and relationships with organizations providing these services.
  • Represent and advocate for the program with the wider community. Produce flyers and other information regarding availability of services for distribution in the community.
  • Maintain good neighborhood relations.
  • Facilitate regular staff meetings and client meetings.
  • Ensure proper maintenance and repair of the building and property, working with vendors, contractors and CCS-CHS facilities staff. Make or supervise all program purchases, including
  • Ensure that proper documentation is maintained in clients\' files, and data is kept for reporting purposes and audits. Manage data entry on clients into the local Homeless Management Information System or other database.
  • Maintain a productive working relationship with funding partners and local services organizations in order to ensure comprehensive care for clients.
Community Leadership
  • Work with Catholic Community Services, grassroots organizations, and other programs to increase resources for fighting homelessness locally and nationally. Work to increase funds, promote supportive legislation, and defeat policies that hurt the poor. Organize residents to participate in shaping government and community policies that affect them.
  • Represent the organization at community meetings.
Miscellaneous
  • Responsible for approval of purchasing supplies for the offices.
  • Handle emergency and facility issues.
  • Develop emergency plans for programs.
  • Perform other job-related duties as assigned.
Job Conditions

This position requires the employee to work in an environment where there may be exposure to blood, bodily fluids, and other potentially infectious material. Other exposures could include cleaning supplies, chemicals involved in pest control, paint and other materials used in building maintenance, building temperature fluctuations, dust, noise, and odors.

Qualifications
  • Bachelor\'s degree in social services or a related field, or commensurate experience in social services.
  • At least two years of experience in direct provision of social services, preferably with homeless people.
  • At least four of experience with supervision.
  • At least four of experience with program administration, including budget development and strategic planning.
  • Understanding of problems homeless people often face, including alcohol and drug abuse, mental illness, domestic violence, and long-term homelessness.
  • Excellent written and oral communication.
  • Good office computer skills, with ability to maintain complex client records and produce flyers and informational materials.
  • Commitment to working within the mission, goals and objective of Catholic Community Services.
  • Valid Washington State Drivers License and meet conditions of agency driving policy.
