SUMMARY

This position is responsible for supervisory, administrative work in the Assessor\'s Office. The Residential Supervisor is responsible for planning, supervising, and evaluating the work performance of residential assessors. Participate in the selection of new residential employees. Provide training to subordinates in departmental procedures, systems, and operations. The Residential Supervisor must have in depth knowledge of the appraisal process, assessment law, real estate practices and principles, and personality to communicate with the public.

Essential is the ability to analyze income and expense statements, knowledge of income capitalization, and reading cost manuals. Enter field data and create detail sketches of improvements to property utilizing a Computer Assisted Mass Appraisal (CAMA) system.

Review appeals; visit sites; research and review current pricing guides and market trends; present information and defend values to the Board.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Setting work priorities, planning, organizing, assigning, advising, assisting, motivating and training as necessary. Evaluate the work performance of assigned staff and participate in the selection of new assessors;

Assessors assigned in districts to perform technical work required in assessing real property by gathering real property including, put not limited to, measuring structures, physical inspection of exterior and interior of buildings, photographing property, and noting quality and intended use of the property;

Value properties uniformly in accordance with Pennsylvania law, enter field data and create detail sketches of improvements to property utilizing a Computer Assisted Mass Appraisal (CAMA) system;

Review appeals; visit site; research and review current pricing guides and market trends; attend tax appeal hearings and testifies regarding the basis and factors used in determining the market value and assessment placed on property;

Ability to keep accurate and detailed records using CAMA system; apply organizational skills efficiently with attention to detail, process paperwork, review reports to maintain our data base.

Answer questions regarding assessments evaluations, appeal process and general questions regarding assessment administration;

Establish and maintain cooperative, effective, and productive working relationships using tact, patience and courtesy; * Performs other related duties as required;

  • Attends continuing educational classes to maintain state required certifications and to obtain further and more in-depth knowledge above and beyond the requirements of the State of Pennsylvania.

Knowledge of appraisal software;

Knowledge of land appraisal and building cost methods;

State certified C.P.;

Knowledge of the principles, practices, and techniques used in property assessment;

Knowledge of the guidelines and statues effecting property assessment;

Skills in performing basic arithmetical computations;

Ability to analyze and interpret the factors affecting property values;

Skill in locating property according to description;

Ability to meet and deal tactfully with the public;

Ability to prepared reports and present facts clearly;

Ability to communicate effectively verbally and in writing;

Ability to read deeds, plats and plans.
